Research On The Transformation Of Government Functions Of Yanling County In Henan Province Under The Perspective Of Service-oriented Government

Since 1980 s,With the continuously coordinated development of socialist market economy,democratic politics,advanced culture,and ecological civilization,the traditional government management system has been unable to adapt to the new normal in China.In order to adapt to the new situation changes,China has learnt from the experience of the western developed countries and proposed the construction of service-oriented government by combining with their own condition.Advocating building a service-oriented government as our government reform goal is to conform to the general trend,is the key to resolving the most basic problems,the main direction of the reform of administrative system and it's also the inevitable choice for the transformation of government functions.The construction of service-oriented government includes the central government,provincial government,municipal government,county government and town government.Among them the construction of county-level service-oriented government plays an important role in China's rapid and healthy development.In the central part of Henan,located in the south of the Yellow River and the east of Funiu mountain,Yanling County belongs to the national historical and cultural city Xuchang which was the capitals of Han dynasty and Wei dynasty.Its geographical position is superior and the transportation is convenient.It is also the national flower production base,known as "the first flowers county" in China.The Qing dynasty poet Wang Wan had a poem: "Yanling wild color flat in the palm,there are Jiangnan scene no".Mainly under the perspective of service-oriented government,through the seamless government theory,street bureaucracy theory and diamond theory to achieve the transformation of government functions,this paper guides the development direction of Yanling County,studies the model of Yanling County government functions change in many ways,and puts forward innovative,practical and constructive advice,in order to make the government provide more high quality services for the community.This paper is divided into six parts.The first part is the introduction.It mainly focuses on the research background and research significance,the research review,research technical route,research ideas,methods and shortcomings.The second part is the definition of related concepts and basic theories.This paper elaborates the related concepts and the theories and explains three concepts and three theories which are used in the study on the transformation of county government functions under the perspective of service oriented government.The third part is the scope and status of Yanling county government functions under the perspective of service oriented government.Firstly,it elaborates the basic situation of Yanling county,secondly the scope of the Yanling county government functions,and finally the status of Yanling county government functions under the perspective of service orientedgovernment.The fourth part is the problems and causes of transformation process of Yanling county government functions.This paper summarizes five problems and four causes existing in the process of transformation of government function in Yanling county in detail.The fifth part is the countermeasures and suggestions of the transformation of Yanling county government functions under the perspective of service oriented government.It mainly puts forward five countermeasures and suggestions about innovating the concept of government management,stimulating the street bureaucracy responsibility consciousness,building a service-oriented financial management system,developing the electrical business model serving the life of Yanling people,and developing specific cultural industry in Yanling to boost the emerging service industry.The sixth part is the summary and prospect of this paper.Firstly,we summarized the conclusions of this study and put forward effective suggestions for the existing problems.Finally,the shortcomings of this paper are expounded and the possible scope for further research are pointed out.
