E-government Citizen Participation In Politics Under The Social Issues Of Gender Equality

Electronic government (E-government), the inevitable consequence of the combination of information technology development and governmental reformation, has begun to represent the trend of the development of the world public management. Meanwhile, to participate in political affairs is the basic right for every citizen, which is the same for both genders. When we are re-inspecting the current condition of the participation in political affairs of both males and females in the context of E-government where the development of information technology brings about great changes in political participation, it is not difficult to find the fact that females are easier to be located on the margin of society in the course of rapid social transformation and reformation. Therefore, we are supposed to attach great importance on gender equality, try the utmost to avoid new female marginalization as well as solve present problems, and promote the mainstream of gender equality in order to achieve the equality in political affair participation.Political affair participation, as mentioned above, refers to the participation in political activities and political organizations, and includes the three aspects of political awareness, political discussion and political handling,In this paper, the so-called politics of "political" and the traditional in terms of the "political" a relatively small area, basically with the "administration" is more closely linked. Gender, different from sex, refers to the social expectation and norm for characteristics, roles, activities and responsibilities of both males and females. It has great significance and necessity to pursue equal political affair participation which features information, technology and concealment against the background of E-government.This paper analyzes the current situation of gender rights from the perspective of"family-society"and"politics-economy-information"and makes clear the social status of males and females. Furthermore, the author emphases on the female marginalization in the field of information closely connected E-government and the electronic exploitation of females, factors affecting citizens'equality in political affair participation in the context of E-government and the basic quality of citizens for the participation. The final part of the paper attempts to put forward some suggestions for gender equality in the background of E-government. In addition to vesting females with some rights in the field of information, more concrete and effective measures need to be taken. To be concrete, from the perspective of the country, we should systematically guarantee or even protect female right to participate in political affairs, take measures to promote their participation, enrich relevant laws and regulations, strengthen the gender equality awareness of policy makers, promote the status of female policy makers and practice the technology training and generalization as an important policy. On the other hand, from the perspective of society, we need to construct and publicize advanced gender culture, eliminate chronic gender discrimination and extend females'political affair participation. Thirdly, from the perspective of individual and family, house work needs to be socialized, modernized and equalized. The society should also strengthen females'self-consciousness in the E-government, their politic quality and support from males.
