The Research On The Evaluation Indicator System Of Chinese Grass-roots Government's Executive Ability

For a long time, more or less, it is short of executive ability either in a private section or the public section. Ever since the American scholar Larry Bossidy'Execution: The Discipline of Getting Things Done published in 2003 in China,the problem of" Execution " became the hotspot in the academic circles of domestic management," executive ability " research has been concerned and studied by more and more people. Wen Jiabao, the premier, pointed out that we should improve the government's executive ability and public trust in the government work report in 2003, the research and practice of the execution ability extends to the public management field from the business enterprise field, the government execution ability problem research caused the recognition of numerous scholars and government personnel. The grass-roots government is the whole foundation part of government system. Promoting the grass-roots government executive ability plays the key role in the process of promoting the whole government system execution ability. According to above-mentioned circumstance, I attempt to study the exhibition ability of the grass-roots government in this thesis.Currently, the research on executive ability mainly focus on the theory of content, importance, influence factor and the proposal which promoting executive ability, but rarely on the quantitative analysis research. And there aren't any scientific and integrated data to reflect the government executive ability currently. Along with the continuously thorough development of the government executive ability study, there need to build up the government excusive ability evaluation index system and evaluation method, make the quantificational reflection of the government excusive ability and carry out the landscape orientation comparability between each administration district or sections.In this thesis, I propose a conception to quantify and evaluate grass-roots government executive ability from 5 aspects: execute object, execute resources and execute process and execute system. I also established gray multilayer evaluate model by these five aspects and their corresponding specific lies. Making grass-roots government to know its executive ability and analysis the concrete performance which make execution weaken, I described the executive ability of the grass-roots government from the angle of quantification. Then they can deal with it from the origin and work out more concrete, impersonality and reliable countermeasures to promote grass-roots government executive ability.This paper elaborated the purpose and significance of the research first. Then discussed the principles to build up scientific, reasonable, practical evaluation index system should follows, analyze and established concrete evaluation index system from five aspects. Thus, build up the integrated evaluate model of grass-roots government executive ability. Finally according to the present condition of result and our country grass-roots government execution, put forward the countermeasures to promote the grass-roots government executive ability.
