China is around with a lot of countries, the peripheral geography environment is quite complex. Through the practice in the field of diplomacy since our country has been found, we should strengthen the mutual beneficial cooperation between our country and the surrounding countries after cold war, impetus development of "good-neighborly policy " actively, advocate the neighbors for the partners, treating the neighbors friendly, sharpen the region integration construction, push the exchange and cooperation with surrounding countries to the new level.This thesis is divided three parts, elaborates reasons for the formation of the present stage good-neighborliness foreign policy by our country foreign policy's historical setting and field environment background. With the fact that our country foreign policy unceasing develops, our country international standing has promoted rapidly. Through the analysis on the domestic works and papers already published, the author of this article mainly elaborates that the new time our country good-neighborliness foreign policy's background , guiding principle and the practice in the new time, then proposes several ponders and suggestions to our country good-neighborliness foreign policy in new period.Part I of this thesis is the background of our country good-neighborliness diplomacy, and the world time subjects that are peace and development. China is a country cherishes peace all the time, Chinese people love peace, the pacifism roots deeply in Chinese cultural structure, until now still affects our judgment and strategic formulation to the international situation. From New China was established in 1949, to the 11 Third Session Convened in 1978, the class struggle is placed more important position than economic development, which brought nationwide disaster to China. So, China developed more slowly than the Western developed country and the peripheral emerging industrialized country. Since the late 50s, economy , science and technology has played more and more place in international relations' status, international competition's essence already transforms from war and revolution into comprehensive national strength contest centering on economy, science and technology, the trend resolving the new international dispute with peace means has appeared. The regional economies integration is a key character and tendency at the world economic developing process. World economics' regionalization and globalization causes the relations among countries closer than before, the cooperation on area political, economy, finance and security is active day by day. The boundary between national economies is molten step by step. The self-sufficient, relatively independent economic setup in the past is integrated into the world systemic circulation. Country benefit in polity and economy has weaved and affected to unprecedented degree, the international exchange and cooperation are more important and frequent than past too. Our country is located in the East Asian centre, owns the most land and sea neighbors in the world. Our country boundary line on land amounts to 22000 kilometers, the coastline amounts to 18000 kilometers, has 21 surrounding countries. The friend may be chosen, the neighboring country actually can not be chosen. Looking from the historical angle, the relations between the surrounding countries and our country just like if the lips have gone, the teeth will be cold. Because the surrounding countries location is our country safety and development's important region, we must consider the geography environmental factors when formulate diplomatic strategy, and adopt different behavior means according to different objects in developing foreign relations.Part II of this thesis sets forth our country good-neighborly policy and practice. Although we have made great progress, we should enrich and improve to a further step on polity, economy and culture. First, should initiate the new safe mechanism. Remove"China threatening theory". Second, should drive the economy exchange and cooperation with neighboring countries, participate in regional cooperation positively, promote regional economies integration construction, appropriately treat the economic rubs with neighboring countries, create"win-win"economic environment. Finally, should display the positive influence of our country culture to foreign policy, impel the region cultural cooperation positively.The conclusion part of this article points out: From reform and opening to now, China has got great achievement in the field of economy and polity. while Chinese peaceful rising, the world original pattern and order are impacted and change on military affairs, politics and economy, also have great influence to energy and grain.
