Researching Integration Mechanism Of Intergovernmental Relations About Metropolitan Area

The development of market economy promoted the regional economic boom, which objectivelyrequires Governments to strengthen mutual cooperation to realize the development form ofintegration，in such situation，metropolitan as spatial organization form of intergovernmentalcooperation has been breeding and developed. However, integrating the relationship will significantlywith a variety of difficulties emerged including local protectionism, on a global scale, industrialstructure convergence, cross-domain public affairs governance anomie，vicious competition, publicenvironmental protection.The plight of intergovernmental cooperation in metropolitan area mainly caused from3reasonings,the lack of cooperation mechanism which reflects in the mechanisms of cultural identity, knowledgesharing, profit sharing, regional public product supply mechanism， officials performanceexaminations，the lack of mechanisms including related laws；the deficiency of organization systemthat embodies in the central government controls, domain functional management mechanism, andnon-governmental organizations；the insufficiency of regional public policy shows that in the conceptof the lag, the undeveloped rule and the uncompleted system.The formation and continuing operation of good relationship between governments no less rely onthe perfection of cooperation mechanisms than need the perfection of organization system,cooperation mechanism and region community policy system that linkage of three to build a goodfoundation for institutional innovation contributed to the continued integration, and to minimize thetransaction costs. The tremendous benefits being plainly perceived will further cooperation by the allparties as to achieve a virtuous cycle of cooperation, ultimately realize the integration of theintergovernmental relations on metropolitan area.
