AS the world has gone through transitions, the way of interaction among players changes too;thus the end of the cold war brought a very big change (uniploar order) in the realms of international relations and America happen to be the only super power and hegemony with China in Asia too "stood up".This development brought these two powers close if not closer to work in a more cooperative way in the system in order to ensure that there is peace and stability in the order. This is done through efforts put in place in cooperative manner to fight nuclear proliferation and the transfer of that technology, curb weapons of mass destruction, poison chemicals and drug trafficking, ensuring to put measures in place to promote economic trade and investments in other countries especially developing or weak states which they both believed will play salient roles in fostering developments and minimize poverty. Hence to this back draw, they believed those countries will be developed in terms of industries and catch up with modernization for the betterment of their lives in the system.However this new developments in the system also made America to have provision in her policy making section towards Africa and China on the other hand too renewed her formal friendship ties on the same continent in a more firm and comprehensive manner thereby creating their expansion on the continent through their tech and even putting the continent on their policy agenda. Interestingly America and her western allies viewed this action of China’s in that part of the world as a challenge or a threat which to me personally I see as a very good signal; competition will improve the players activities and relations with comrades in whatever forum as each of them will strive hard to win the minds of sovereign states thus the theme of influence and thereby continuing the power position in the order. Also this competition among players in the system will affirm the belief of the realist school of taught that lay premium on anarchy and competition among states or powers over worldly resources. In this system where we already have the established power America and the rising one China confirms the view of Gramsci "the old is dying and the new is yet to be born". So one then asks what will be the fate of the power relation in the system. In trying to provide an answer one must firstly bear in mind that, that theme of global empire and that unilateral hegemonic way of doing things would definitely be a thing of history as no one player on the same globe would make a unilateral decision especially in terms of making tough and sensitive decision for the general good for the entire globe. The case would be a corporative or joint manner of all concerned parties on board to make to decision (say like to veto a military intervention in another sovereign state face with war or has conflict-the likes of Syria for example) for the general good of all or else repetition of the world wars.Again in a vein in trying to provide an answer on the fate of the system, this piece of work will first of all start by looking at the bilateral relations between these two big powers and then to move to looking at their of the foreign policies relations to certain levels (Diplomatic, cultural, political, economic, trade and investment and human rights and good governance) of America and that of China’s in a comparative way to Africa, move on to distinguishing the policies between these two power. In the same comparative spirit, the author of this of work will proceed to the next stage which is drawing the different ways these powers interaction kind of leverage impact on Africa vis a vis Sierra Leone a post conflict country on the far west of Africa that is making a positive inroads in rebranding and restoring her image in terms of good governance in the international community.To this end might ask as to what the author intends achieving as an aim and objective of the study. In doing the project will fully take effective ground by firstly giving a general overview of the foreign policies of both America and Chins to Africa-Sierra Leone after the cold war in this age of terrorism and hosts of other contradicting and complex issues that they think will undermine or destabilize the long peace the entire world is craving to reach. From this point the piece of work will proceeds to various levels interactive pattern towards Africa-Sierra Leone bearing in mind the merits and demerits coupled with the challenges that these powers might expect or encounter. So in a way of reaching or achieving this, the work will focus on three policy areas diplomatic,cultural and political on the one hand,economic,trade and investments and finally putting the policy levels to rest by looking at the humanitarian and good governance type that the west believed actually foster or promote the under lying peace and stability of the world we are all living.Nonetheless, all these attempts of comparing these policy levels will be narrowed down to Sierra Leone and try in a way to bring afore to reader the impact these policies have on that country,leave them to decide on which one is more beneficial and why. After all these, the work will move on to findings, recommendations making kind of efforts to look at the policies from realist, liberalist and theme of economic global stance that indeed the world we living is interconnected, complex thus these players that are championing the affairs of it must do it with tact in order to achieve desirable results. Again in midst of all these developments the author of this work relies on secondary research methodology in disseminating materials:text books, academic journals, news online newspapers and also television programs.As a way of concluding the author will end the work by proving her findings, recommendation and a conclusion that will furnish readers with stance as to what she thinks the world interactive manner would and they might be left to agree or not thereby making provision for further studies to be done on the work in the long or nearby future.
