Now it enters the key developing stage that focuses on assignments of enriching government information, extending service quantity and strengthening mutual communication effect. However, quality of Chinese local government's web portal is not so good in reality. For example, the service doesn't meeting general public's needs, untimely update, inconvenient service, weak mutual communication between government and public, general public's weak recognition and satisfaction to government's official web portal, which fail to reach the expecting performance level. In recent years, under the principle of"government affair first and resources integration", the people's government of Panyu District which giving full play to the role of leading, coordinating and service, has focused on the construction of information fundamental facilities, promoted the disclosure of government information, accelerated on construction of database and one-stop examine and approved system, carried out network connected, information interpenetration, resources sharing and business mutual communication. Panyu district government's official web portal has gained the title of"the excellent government website of Guangzhou Municipality"during the year of 2003 to 2007. The government process reengineering of Panyu district won the title of"Chinese city information innovation Award"in 2006.
