The vigorous developing Internet has influenced almost every aspect of Chinese society and citizen participation is no exception. The ways of participation have been influenced unprecedentedly. The development of Internet is helpful for the Chinese citizens to participate in formulating of policies, but it can also bring some negative influence to the development of the latter. Anyhow, due to the advantage of advanced technology of Internet and its infiltration to every aspects of society the trend of citizens' participation under Internet environment cannot be held back. Thus, it contains significant theoretical and realistic meaning to study the change, opportunity and threat of citizen participation brought by the internet.The whole paper contains six main parts. Part six was investigate with the network citizen participates for concrete counter plan of pushing forward political civilization in our country developments in chance.In theory, This article research is helpful to the consummation network politics participation system frame. In the practice, it is helpful to recognize the advantages of Citizen participation clearly, it has the certain realistic value in guiding the Chinese Citizen participation's health development. Along with the network technology unceasing popularization and the application, the development of Citizen participation will be an irreversible tendency. Technical of itself cannot produce the value. To guide the health development of Chinese Citizen participation, the practical ways are to positively make uses of its superiority and remedy its insufficiency.
