Ever since the 1950s, aging problem has been one of the biggest concerns in Western developed countries. Many developed countries solves aging problem by legislation. It is of great theoretical and practical significance to perfect the senior citizens' welfare systems and resolve the China's aging problem, so as to enable the senior citizens to enjoy the sunshine of welfare systems and live a comfortable life during their final years.This thesis consists of three sections: preface, main body and conclusion. The main body is divided into three chapters:Chapterâ… begins with an introduction of the actual conditions concerning China's aging society, and concludes the trends and characteristics. Then, the author gives a historical analysis to China's elderly welfare system that, under the economic structure of farming economy, why families can assume the responsibilities of old-age pension. Feudal rulers strengthened the family supporting system by legalizing. Anyway, social supporting for the elderly still existed in some ways. In the last part of the chapter, the author analyzed the contradiction between senior citizens' welfare needs and families' supply capacity in present society, and pointed out the urgency of elderly welfare socialization. Although elderly welfare socialization has made great achievement since the founding of PRC, there are still some problems.Chapterâ…¡introduces the elderly welfare systems in Japan, U.S.A, and Sweden. On all kinds of security, such as on income, health care, elderly care and nursing and spiritual consolation, etc., each county has its own feature. Governments and societies share the family's supporting responsibilities to the elderly to different extents. During the process of resolving aging problems, each country has accumulated successful experiences, which can be used for reference by us.Aiming at the problems mentioned in Chapterâ… , drawing on the experiences of foreign countries and basing on China's conditions, Chapterâ…¢put forward some ideas of constructing China's elderly welfare system. The new elderly welfare system should have some legal arrangements in the senior citizens' basic needs, such as financial security, health care, etc. Insurance mechanisms should be introduced to deal with the care and nursing of the elderly. There should be specific legislation on children's obligations of supporting elderly parents, and, at the same time, encourage the elderly to maintain physical and mental health. Finally, the author put forward some reform measures to deal with the problems existing in China's present elderly welfare agencies.As China's social economy develops, some other elderly welfare programs (housing and education, for example) should also be improved. So the improvement of the elderly welfare system will be a long-term task.
