Chinahas been maintaining a good momentum of economic development since the beginning of the 21st century. Learning from the 30-year experience, the reform of state-owned is now deepened and more focused on the right direction. However, there are some problems that we shall solve duringthe progress. One of the peculiar field we need to pay attention to is the social security and reemployment of the laid-off workers. In the high-speed development environment , how to promote social fairness and establish an effective social security mechanism for laid-off workers through the formulation and innovation of public policies are key problems to the establishment ofa harmonious socialist society and a service-oriented government. And a reasonable solution to these problems can also deepen the reform of state-owned enterprises.The paper retrospects the reform process of the state-owned enterprises and the policies on the security and management of the people who agree to retain the social insurance relations in Shanghai. It takes SASAC(State-owned Assets Supervision and Administration Commission)as an example, analyses the amount, distribution, household registration and changes in the original business of the people who agree to retain the social insurance relations. by summarizing four models and elements of management, to find out some problems in basic security, services and policies operation. Through a comparative study of such policies at home and abroad, this paper is devoted to make policy soggestions and measures in the perfection policies to enhance the long-term relief and the settlement of the elderly's basic social security. The specific solutioins are: First, the special aid policies for elderly people who agree to retain the social insurance relations; Second, Shanghai SASAC's supporting policies to help the people who agree to retain the social insurance relations; Third, the improvement of the management system.The goal is to strengthening the security and management of the people who agree to retain the social insurance relations while deepening the reform of state-owned enterprises. The prospect is of great benefit to the stability and harmony of a society.
