Consideration On The Improvement Of The Function Of Democratic Parties' Participation In And Deliberation Of State Affairs

With the strengthen of Communist Party of China's governing capability and development and changes of the situation at home and abroad, the democratic parties of our country are also facing important tasks for constantly strengthening party building in the new phases of new century. As a democratic party of political participating party, the principal function of it is to participate in and deliberate state affairs, and the performance of it does not only affect the democratic parties'improvement of ability of participation in and deliberation of state affairs, but also related to health development of the system of multi-party cooperation and political consultation as well as the achievements of great aim for establishing harmonious socialist society. This article puts Deng Xiaoping's Theory as its guide and takes present implementation situation for Jilin Province Revolutionary Committee of the Kuomintang's performing the function of participation in and deliberation of state affairs as point of penetration, and makes a deep research on the factors which prevail in each democratic parties and restrict the performance of function for participation in and deliberation of state affairs. Based on this, it objectively puts forward the thought and countermeasure for the democratic parties to perfect the function of participation in and deliberation of state affairs, and makes some theoretical exploration for strengthening the construction of institutionalization, standardization and routinization for the system of multi-party cooperation and political consultation which is led by Communist Party of China to push ahead the implement of construction of the political civilization and political restructuring of our country.This article can be dividend into three parts.Chapter One, it analyzes the important significance of the democratic parties'perfecting the function of participation in and deliberation of state affairs. First of all, by viewing of the usage of full function and advantage of democratic parties themselves and the existing value of democratic parties, it sets forth that perfecting the function of participation in and deliberation of state affairs is the certain claim for democratic party to perfect party building, improve the ability of participation in and deliberation of state affairs and take challenge of new ages; secondarily, it sorts out the important significance that perfecting the function of participation in and deliberation of state affairs can keep sustained life force of party system of our country, accelerate the ability construction of governing party, and accelerate building of the political democracy in China from the aspects of constantly strengthen and perfect the multi-party system of our country; finally, it discusses the important role of perfecting the function of participation in and deliberation of state affairs on the construction of harmonious society and harmonious political and social environment.Chapter Two, it objectively amplifies the present situation of Jilin Province Revolutionary Committee of the Kuomintang's performance of the function of participation in and deliberation of state affairs, as far as the basic condition for performance the function of participation in and deliberation of state affairs of Revolutionary Committee of the Kuomintang and the development situation of it, it analyzes adverse factors existing in the process of performing the functions of participation in and deliberation of state affairs, such as smaller amount of members, smaller scale, the quality of member is higher, but the ability of participation in and deliberation of state affairs is more insufficient, the existing weak link of classification for recruiting members, the limitations of research activities, and the limitation for arrangement for real position in the government as well as the non-standard phenomenon of special staffs'activities, etc, all of which restrict the performance of the function of democratic parties'participation in and deliberation of state affairs. It gathers up the subjective and objective causes of these problems by analyzing them, and makes a specific analyze for the primary reason from the party itself and present institutional level.Chapter Three, it puts forward countermeasures for perfecting the functions of democratic parties as needed by analyzing influence factors in the process of the democratic parties'participation in and deliberation of state affairs. Based on obeying principle of necessity, the democratic party shall perfect party building and the function of participation in and deliberation of state affairs first through the guide of ideological construction, base of construction of talents, acceleration of excitation mechanism, guarantee of institutional construction of organization and overall planning, and with overall strengthen of the party itself; secondarily, promotes perfect performance of the function of democratic parties'participation in and deliberation of state affairs by strengthening the force from government support and optimizing of external environment for the work of participation in and deliberation of state affairs.Finally, based on the above discussion, it draws a conclusion that the democratic party can perfect its function of participation in and deliberation of state affairs better and make full use of favorable factors of party, only if they collect the intelligence and power of all party members and create advantages from interiors and exteriors altogether, and it will contribute the greatest power for the solidarity and development of the system of multi-party cooperation and political consultation of our country as well as the construction of harmonious society.
