Research On The Function Optimization Of Political Participation And Deliberation Of X Provincial Committee Of Chinese Peasants And Workers Democratic Party

For a long time,China’s democratic parties have played an important role in the process of China’s socialist modernization by participating in political affairs,practicing the basic political system of multi-party cooperation and political consultation under the leadership of the Communist Party of China,and participating in the management of public affairs.The promulgation of “the Regulations on the Work of the United Front of the Communist Party of China(CPC)” in December 2021 further clarified the three basic functions of the democratic parties,namely “participating in state affairs,fulfilling the responsibility of democratic supervision and participating in political consultation under the leadership of the CPC”.At present,in the process of building a modern and powerful socialist country in an all-round way,how democratic parties can better perform their functions and improve the effectiveness of political participation and deliberation is the proper meaning of promoting China’s modern governance.Accordingly,this thesis mainly focuses on the problems and causes of the X Provincial Committee of Chinese Peasants and Workers Party in participating in and discussing state affairs,and puts forward opinions and suggestions for democratic parties to better improve the effectiveness of their participating in and discussing state affairs by tracing the root causes of the problems.The study is both theoretical and practical.The thesis mainly focuses on exploring the issue of improving the effectiveness of democratic parties in participating in the deliberation and administration of state affairs in the context of cooperative governance by multiple actors theory and systematic management theory.In the specific research,first,through literature review,the thesis defined the core concepts such as democratic parties and political participation;Second,based on the data of political participation and deliberation by X Provincial Committee of Chinese Peasants and Workers Party in the last five years,by adopting the methods of literature analysis,questionnaire survey etc.,four problems of it were found: negative participation and deliberation of government affairs;superficial understanding of the idea of multi-subject governance;insufficiency of qualified personnel and non-effective participating.Finally,On the basis of questionnaire surveys and interviews with the higher authoritative departments,community-level party organizations and the representative party members,it was found that the above-mentioned problems were caused by factors such as insufficient awareness of members’ to participate in politics,imperfect collaborative governance system between government functional departments and party organs,the members being lack of training for political participation,and unsound assessment mechanisms.Through the study,the thesis has drawn the following insights into solving the problems: First,to arouse the party members’ initiatives by enhancing their ideological and political recognition and to fulfill their responsibilities actively;Second,to adhere to the multi-subject governance policy to participate in the practice of modernization of national governance;third,to build a solid foundation of talents and forge a high-quality professional talent team for participating in and discussing state affairs;fourth,to improve the performance assessment system and enhance the efficiency of participating in and discussing state affairs.Thus,the party members will be united together to improve the efficiency of participating in deliberation and administration of state affairs and to promote the modernization of the national governance system and the governance ability.
