Study On Transparent Government Construction In The View Of Performance Assessment

Government Performance Assessment is improvement to public management, it's a tool to promote government performance, it stresses the rationalization and the standardization of the internal structure of the government. Government Performance Assessment is committed to play government functions effectively. Performance assessment contributes to government's functions changing, it is an important theoretical and practical significance to enhance government efficiency, improve management capacity and improve service quality. Therefore, we must do a good job in the Government Performance Assessment. Government transparency, throughout all aspects of government performance assessment, has played a great role in improving the performance assessment of Chinese government. The number of the study on Government Performance Assessment and Transparent Government is few, the existing studies have tended to research how performance assessment is to promote a transparent government, but studies on Transparent Government to promote the performance assessment is rare. In this paper, Government Performance Assessment is linked to Transparent Government Construction, it has some innovations on building a transparent government to improve Government Performance Assessment indirectly. The article, focused on Transparent Government under the construction of Government Performance Assessment, analysis the concept and the characters of Transparent Government, show that Transparent Government plays an important role in Government Performance Assessment. The article did a detailed analysis on the main reasons to the lower degree of transparency of government in performance assessment, and put forward innovative suggestions about transparent government construction. This shows that the performance assessment is essential for the reform of our government.Transparent government is different to Government Affairs Public and Government Chief Information Disclosure. Although Government Affairs Public and Government Chief Information Disclosure are aimed at enhancing transparency, they are the Government's system, are partial, static opening. And transparent government is a model of government, it asks government to maximize the public, is the overall dynamic public. Government is committed to create a transparent culture of transparency, then penetrate deeply into all aspects of government work. Government Performance Assessment need transparent government, transparent government has not only updated the concept of performance assessment, promote the diversification of the subject, but also improved the focus of government performance assessment, from the results assessment to a complete response and monitor to work process. But in the process of performance assessment, our government still needs to be improved transparency. Taken together, the main reasons of a lower degree of transparency in the performance assessment is lacking awareness, professionals, legal system and supervision mechanism.We can see that our task of building a transparent government is difficult, and the road to is long. Based on the needs of the Government Assessment, we should sum up China's local experience and the experience of other countries and regions in the advanced experience of building a transparent government on the basis of performance appraisal in accordance with the Government's actual requirements, form transparent government building basic strategies: changing ideas and concepts to form the social consensus on transparent government building; enhancing the quality of government officials to focus on building a transparent government personnel training; improving relevant regulations and policies to build a sound and legal systems; playing the role of citizens and the media to enhance external oversight of the transparent government building; speeding up the process of e-government to broaden channels of communication of transparent government building. It is not only the Government's own task but also the task of the whole society that we want to build a transparent government.Because of my short history in theoretical foundation, and the less relevant results on Government Performance Assessment and transparent government, my study on the Government to promote transparency in government performance assessment has not gone far enough. Wish the exploration the relationship between the two can provide some reference value for the building of Chinese transparent government, to promote the improvement of government performance assessment.
