People's educational quality is the main content of people's quality, it is also the important indication that can measures the country's development. Improving the people's educational quality is the key of our nation's economics. The development of country's economics tells us that science is the first productivity, science is the key point of the economics. The most important part of science is improving people's educational quality, the basis of it is education. The number is our country is the biggest in the world, resources possessing of per person is not enough. In order to develop our country, we must practice the strategy of revitalizing China through science and education, and improving people's educational quality. The disabled population is the important part of our country's population, the higher or lower of their educational quality can influence the development of our country, it has the important significance. In recent years, although we gained some achievements, comparing with the normal population, the condition of the disabled is not good, the level of the disabled's life is lower than the normal people's life. People have the bias on the disabled, the number of the special school is not enough. The disabled is not get the entrance into ordinary school, all the disabled must face all these difficulties.Based on the result of the research, I arranged the data, counted the number and made some analysis, from the problems of the people's educational quality, I gained the countermeasures. The data of my thesis is from the related result, paper, magazines, question paper and network, etc. My paper used the method of determine the nature and fixed quantity, so the main data is from statistics almanac. I made use of the sample data of the first and the second on the disabled.Totally speaking, my thesis can be divided into four parts. The first part is based on the theories. First of all, I introduced the definitions of people's educational quality and the theories of people's educational quality. The definitions contain: population, people's quality, people's educational quality, education, special education and human resources; I said something about the people's quality from Schultz's and Becker's. The disabled people's life become richer, making definition on the disabled, educational fair and humanitarianism. Then I introduced some indexes: the ratio of illiterate, the ratio of entrance, the coefficient of educational background, Last but not least, the writer gave the conclusion about the research of other person.In the second part, I analyzed the condition of our country's educational quality. Firstly, I introduced the total condition of the disabled, based on the result of the sample data of the second investigation on the disabled, the number of the disabled is 82,960,000in 2006, comparing with 1987, the number increases 31,320,000, the ratio is 6.34%, in the age of 0-14, the number of the children is 3,870,000. Then I explained the categorization of the disabled and the reason of the deformity. Last, I introduced the condition of the educational quality on disabled population, based on the second sample data, for age 15 or above 15, the rate of illiterate is 44.28%, the number of educational year is 4.14, comparing with 2000, the number is 7.56, they have the twice of distance.In the third part, I introduced the condition of the education on the disabled and the facing problem. Firstly, I analyzed the condition of the disabled children's education, based on the second sample data, aged 6-14, the number of disabled children id 2,460,000, the rate of it is 2.97%, the ratio of the disabled children that come into school is 63.19%, the ratio of the disabled children that come into primary school is 58.47%, the ratio of the disabled children that come into middle school is 6.63%. Then I analyzed the condition of the education of age 15. Last, the writer gave us some problems about disabled educational quality. Some people can not understand the disabled people, it restrict the opportunity of education about the disabled, many ordinary school don't want disabled children, so they can not have the educational fair, because of the development of our country's economic, we don't toss much money to the disabled education.In the fourth part of paper, the writer gave some suggestions. Firstly, we must iron out different opinions, perfect educational law of disabled people. Secondly, we build special school. Thirdly, increase the opportunity of disabled people entering university, our government consider the education of the disabled, eliminate the phenomenon of educational unfair. Fourthly,move the disabled people's energy, let them help each other, learn with each other. Fifthly, improve international communication and enhance influence of our countryThe writer got the conclusion is: The disabled educational quality is low, if we want to adopt our country's economics, we must improve educational quality of the disabled. So we must support our Party, our government. Improve the educational law, increase the funds of the disabled, the whole society support the project of educational quality about disabled people, having the disabled help each other.Improving disabled people's educational quality, it is the most direct and the most reality problems for the disabled, helping the disabled is the most important subject. We must protect the disabled civil rights.
