The enhancement of the educational security for the disabled is the inner demand of the realization of the scientific outlook on development. It is therefore indispensable to discuss the problem of the educational security for the disabled. The scientific outlook on development centers around people and the disabled, as part of the social community, should also be considered as regard to the free development. We must emphasize and develop their education so as to achieve the inner demand of the scientific outlook on development. In China, the education for the disabled has gone through a series of periods, from the regulation since the foundation of PRC, the twisting development and stagnation during Cultural Revolution, the restoration after Opening-up and Reform policy, and the continuous sound development at present. And the educational situation for the disabled has been improved to a large extent and their right to receive education well guaranteed. Due to the large population and vast territory and unbalanced development of economy and culture in different regions, however, the current situation still can't satisfy the educational demands of a great number of the disabled and the educational cause for them fails to adapt to the requirement of the objective situation in both quantity and quality. Besides, the education is relatively lacking in teaching staff and scientific research as well as the teaching facilities and funds. Furthermore, the relevant laws and regulations are so few that their right to receive education can't be protected effectively in practice.Based on the previous research, this paper intends to look back upon the history of the educational development and achievement and then concentrates on the analysis of the current problems in the educational security for the disabled. Specifically, from the perspective of exclusion theory, there appear six aspects as the lack of relevant laws and regulations, responsibility defect of government, unsystematic structure of the education and the irrelevancy of the educational security. Next this paper demonstrates the necessity of the educational security for the disabled from the angles of human rights, the realization of the scientific outlook on development, and the improvement of the quality and quantity of human resources. At last, the approach to the educational security is to be discussed with emphasis on the drawbacks in the educational system. Finally such issues as the law-establishment, government's responsibility, the investment and conformity of educational resources, and socially supported system for the education are investigated with the theory of justice to display the way to construct an educational security system for the disabled. In this way, the scientific development of the cause can be promoted and the goal"equality ? participation ? share"realized.
