Disabled people are those who are unable to participate in social activities due to physiological or psychological defects caused by various congenital or acquired causes and the external environment.Disability is a special social disadvantaged group,and disabled children are a more special and weaker part of this group.Disabled children want to integrate into the society,improve their overall quality,and achieve self-worth,education plays a vital role in it,so that disabled children enjoy quality and equal education is the goal that our country has been striving for.At present,the educational welfare of disabled children in China still falls under the category of “filling in and out of education” welfare.The level of welfare provision is low and the coverage of welfare is narrow,and it is unable to meet the educational welfare needs of children with disabilities.In 2007,the Ministry of Civil Affairs proposed that China will promote the transformation of social welfare from "supply and deficiency" to "appropriate generalized benefits"."Moderately inclusive" refers to the welfare system that covers all children in accordance with China's economic and social development.The educational welfare of disabled children is an important part of the Chinese children's social welfare system,and it is also in a critical period of transition from "supply and deficiency" to "appropriate general benefit."Against this background,the educational welfare of disabled children in Shanxi Province has achieved certain development.In order to guarantee the educational welfare of disabled children,Shanxi Province has successively issued a series of policies and regulations.The right for disabled children to education has been guaranteed to some extent,but Shanxi Province The educational welfare of disabled children still has problems such as low welfare level and narrow coverage of benefits.Shanxi Province still has a long way to go to establish education welfare for“moderately inclusive” disabled children.This article summarizes concepts such as the education welfare of disabledchildren and disabled children,and then introduces the theory of civil rights,developmental social welfare theory and welfare pluralism theory.This article mainly takes the status quo of education of handicapped children in Shanxi Province as a breakthrough,and elaborates on the basic situation of disabled children in Shanxi Province,the basic situation of education for disabled children in Shanxi Province,and the related policy guarantees.Through longitudinal comparison of time and horizontal comparison with the average level of domestic development,the problems and deficiencies in the educational welfare of disabled children were discovered and the reasons were analyzed in Shanxi Province.The educational welfare problems for children with disabilities in Shanxi Province include: imperfect laws and regulations,individual management functions,lack of participation of social forces,low level of funds,imperfect supporting facilities,and weak teachers.Specific reasons include: the ideological exclusion of disabled children still exists,social law construction is backward,the source and input mechanism of disabled children's education fund is unreasonable,and teachers lack training.Finally,this article summarizes the efforts made by the United States and the Chinese province of Jiangsu in the education of disabled children.In order to help disabled children integrate better into the society and combine domestic and foreign practical experience,several suggestions are proposed,including improving relevant laws and regulations,giving play to the leading role of the government,actively introducing social forces,and improving the quality of school running.And play a basic role in the family.
