After the Cold War, the issue of global governance has aroused worldwide attention. How to make a good governance of the public affairs is not only a real issue, but an academic topic needed to be further explored and theoreticly constructed. The thesis aims at researching a professional regional governance institution—the Asian Development Bank (ADB) with 3 questions: how does it participate regional public affairs governance and form a particular governance model? Are there any differences and similarities between the ADB model and the state-dominating governance model? Can the ADB model provide a constructive mechanism in regional public affairs governance?Accordingly, the thesis tries to argue that apart from the state-dominating governance regime like ASEAN, "10+1" and "10+3" in regional public affairs governance, there still exists another particular regional governance model such as ADB model, which not only provides a constructive governance mechanism, but implies the possibility and necessity of Asian social integration.So, mainly based on the the Principal-Agent theory, the thesis attempts to construct an overall analysis framwork with 4 questions which supply each other: firstly, why some state actors wanted to set up the ADB, a professional governance agent institution; secondly, how the ADB gradually shows and strengthens its autonomous individuality as a regional governance actor after its establishment; besides, how the ADB proves itself an effective and constructive agent institution; the last question, what advantages the regional governance model led by professional international institution possesses comparing with the state-dominating model, which is closely connected with the first question.
