Research On The Mode Of Government Management In Developing The CBD Of Zhujiang New Town

In 1990s, a CBD named Zhujiang New Town was established. But in the next ten years, it developed at a low tempo because of exerting government leading function excessively and ignoring market mechanism. At present, with the rising of CBD's development upsurge in the country, it is of great importance that mode of public administration, government's behavior and its function should be surveyed. This article closely revolves the government function in the development of CBD, and thoroughly analyzed the government leading role in the development of Zhujiang New Town according to public management theory, the mechanism of CBD's development and the mode of town planning and management as well as the social structure and the cultural context of Guangzhou. After summarizing some experience of building CBD, some constructive advice are put forward on the mode of public administration.This article altogether consists of six chapters:In the first chapter the significance of this research topic and other backgrounds are introduced. In the second chapter the differences between the south China plate and Luoxi plate are studied. With the help of this a scheme of Zhujiang New Town's development is proposed. In the third chapter in the aspect of new public administration, the problems in the development of Zhujiang New Town and government management are studied in the mechanism of suitably modulated intervention. In the fourth chapter the experience of developed CBD at home and abroad is analyzed in different aspect. In the fifth chapter six points of government management and 3 points of marketing of Zhujiang New Town are proposed in the principle of market mechanism. In the last chapter based on summarizing this thesis future works are introduced.
