Presently, China is in the high-speed development of economy and society. With the changing of the social landscape and social environment, People have more requirements and challenges about the government. Therefore, how to face the challenges, and improve their ability is an important issue facing our country at all levels of government. The township government need to transform their idea of personnel management, promote the people-oriented human resource management, and guide the personal development of government staff, improve personnel’s working efficiency and service level. These practices have important significance for the transformation of township government reform and government function.Western countries began to take advantage of the opportunity of administrative reform in government to improve their level of human resource management from 1980 s, now has been used widely in the government departments. Due to the special nature and environment of our political system, and has been affected by the traditional management thought long time, government,especially the government of township have many problems in human resource management,such as lack of planning, lack of training and performance appraisal,their human resource management level is relatively low. Based on the study of the theories of human resources management and human resources management mode, we take the human resources management of Town Lu Tun as the research object, investigation on the current situation of its human resource management, analysis the existing problems in the human resources from planning, recruitment and allocation, training and development, performance management, labor relations management,and find the reason of human resource management problems from the thought, system, culture and other aspects.At last, proposed to establish a modern management concept of human resources, improve the construction of human resources management system and strengthen the construction of administrative culture as the countermeasure of Town Lu Tun government human resources management.Based on the actual situation of Town Lu Tun, this article construct a human resources management system with China’s national conditions and Town Lu Tun’s government practice of human resources management, and has a certain practical significance for improving the Town Lu Tun’s government human resource allocation and utilization efficiency.Also provide a certain reference in the post allocation, staff training, performance appraisal for other domestic township government.
