A Study On Public Responsibility Of Urban Government In Building Up Harmonious Community

Decisions of construction of harmonious socialist society have been made during "The 6th plenary session of the 16th CPC central committee" ,making it the theme of this age. The international community has a celebrated conclusion, i.e. Social Progress through Community Development. Community is the cell of society, and community harmony is the foundation for social harmony. The ultimate purpose of community construction is to solve its problems, promoting the overall harmony of the organizations; benefit, culture, environment and interpersonal relationship whiten the community. At present, many researches start from the perspective of sociology, and there have already been an overabundance of technical essays on community construction just for the sake of talking about it. On the other hand, there is still a lacking in the systematic studies on the public roles of the urban government of the city in community construction from the perspective of public management.The construction of harmonious community will be the main task of the urban government of the city. The decision of what role that the urban government should take in the construction of a harmonious community depends on the allocation of the public responsibility and the assumption of the public roles of the urban government. In the traditional system, the government pay great attention to the economic growth at the expense of social management and it places too much stress on numerical political achievements with a negligence of the orientation towards public services.Thus ,the urban government have had an overplay, underplay or unhealthy development of public responsibility system lacking attention and input to the social integration system in the course of community construction. As a consequence, the community alone is not able to effectively solve some unharmonious phenomenon of its own.The author of this essay argues—targeting the unharmonious factors in the construction of a harmonious society, the phenomena of insufficient fulfillment of public responsibility of the government in particular—that it is of paramount significance to have a correct allocation of government roles in the process of the construction of a harmonious community. The essay proceeds with the stress on the government (in its broad sense, including the Party Committee and the government) and realizes "5 innovations": the innovation of development concept, innovation of community administration system, innovation of public service system, innovation of community's cooperation system and the innovation of community Party construction mode.The priority is to establish urban government public responsibility idea in building up harmonious community , reinforcing investment of public finance in community, making great efforts to cultivate community NGO,attaching importance to community integration. It is especially emphasized to strengthen urban government public responsibility consciousness by scientific political achievement assessing; And it is also emphasized to strengthen the core leadership function of Party committees in integrating community resource and power through building up regional "big party construction mode", form new work mechanism to integrate resource and co- ordinate efforts in building up harmonious community .
