With the developing of the urbanization in our country, a large number of population with rural residence registrations come into cities. It has formed many communities naming community housings which are consisted by the population whose original household registrations are rural residence registrations. The rural population turn into urban population, the traditional way of life has been changed, the demand of community public services is growing and diversifying with its changing. As the carrier of community public services and social welfare, community public service facilities play a crucial role of satisfying the residents’ demand of community public services in the community housings and increasing the social welfare. Now in the perspective of promoting community construction and enhancing residents’ social welfare, local governments of various levels are committed to innovating the practice of community public service system and are taking the community public service facilities as one of the rings to implement.However, as a new community type of the developing urbanization,the governments focus more limited to settle the rural population in the community housings, to let them “ upstairs”, concern little about how to promote the development of the community housings’ construction according to the characters of the community housings and their residents, and provide little attention of offering perfect community public service facilities to enhance residents’ social welfare. Additionally, due to the limitation of the governments’ money, material resources and traditional thinking, the problems which are lacking supply of the public service facilities, the simplification of the suppliers and the mismatch of the residents’ demand have become prominent. How to perfect the construction of the public service facilities in the community housings has become an realistic issue widely concerned by the local governments and the residents in the community housings. Nevertheless, to effectively promote the construction of the public service facilities in the community housings, we should grasp clearly the current problems existing in the construction of the public service facilities in the community housings.For this reason, this paper takes the community housings in the Yubei District of Chongqing as an example, gets the construction’s current situation of the public service facilities in the community housings through field investigation, in the perspective of the community construction and the enhancement of the residents’ welfare, establishes in the characters of the community housings and their residents to know residents’ actual preference, strength of demand as well as the factors that influence the strength, grasps the current problems and their reasons existing in the supply of the community public service facilities in Yubei District, then from the view of the theory of polycentrism and welfare pluralism, puts forward countermeasures and suggestions on promoting the construction of the public service facilities in the community housings. Basing on the problems, the characters of demand and its influencing factors as well as the understanding of the systems, puts forward countermeasures and thinkings on the construction of the public service facilities in the city’s community housings for a period of time in the future.Through field survey of Longxing Twon’s Tongle Community and Hejiayuan in Yubei District of Chongqing, finds that community housings have their peculiarities, residents’ occupations are freelancers and workers, their degree of educations and incomes are low; residents realize the importance of the community public service facilities for their daily life but the way of knowing the public service facilities is more passive and their need has no efficient channels to reflect; parts of the community public service facilities have failed to meet the demand of residents; residents of different gender, age, education, occupation and family structure are different in the need of some specific community public service facilities which also means that different categories of community residents have different preference of community public service facilities. At the same time, presents that the community housings’ construction in Yubei District of Chongqing still exists many problems. First is the imbalance of supply and demand, low awareness. Second is that residents’ satisfaction is not high and the quantity of the supporting facilities is insufficient. Third is the standardization of supply methods, lacking pertinence. Forth is the simplification of suppliers, the insufficient of participating by various suppliers. Fifth is the unsoundness of the operating mechanism, lacking maintenance of management in later period. Sixth is the imperfect communication of information, residents’ weak consciousness of participating in the community construction.To effectively deal with the current construction of the community public service facilities and to promote the construction of the community public service facilities in the community housings, needs to grasp the characters of the community housings and their residents clearly, innovate thoughts, not only needs for local governments of various levels to increase financial input, improve the efficiency of capital operation, but also needs to build diversified suppliers of community public service facilities, strengthens the organizational building and the capacity building in the community housings, enhances the communities’ publicity, improves the participation in the communities, establishes benign relationship between the main bodies of supply and demand in the community public service facilities. Guiding by the theory of polycentrism and welfare pluralism, this paper puts forward on promoting the construction of the community housings. First is to change the concept of the supply, increase the investment of the infrastructure. Second is to expand publicity, improve the awareness of facilities. Third is to improve the communities’ service level, give consideration to different hierarchy of needs. Forth is to integrate various strength, build platform participating by diversified main bodies. Fifth is to complete the operating mechanism, perfect the maintenance of management in later period. Sixty is to increase channels for the public to participate, perfect the expression mechanism for community residents to express their willingness.
