As an important carrier of people’s life,community constitutes the basic unit of social governance structure.Community is the basic point of grass-roots governance and the key point of social governance.The countermeasures to improve its public service ability are worth exploring and studying.Under the current situation of information technology iteration and acceleration,the communication and dialogue among community departments,residents and communities,and residents are increasingly showing its importance.Timely solving various practical problems is the core of community governance and service.How to make the public services provided by the community for residents more effective and accurate,realize "more information and less errands" in the community public services,and make the residents’ life in the community more convenient,which provides the premise for this study.In order to further enrich the research in the direction of community public service in China and provide feasible countermeasures for the practice of urban community public service in China,this paper combines theory and practice to study the research results in line with the real situation of Chinese urban society.This paper mainly adopts the research methods of literature survey,questionnaire survey and interview to explore the two core issues of community public service.First,in the process of community public service practice,whether residents’ own needs match the services provided by the community.The second is how to put forward constructive opinions and suggestions to improve the ability of community public service.Using the method of literature survey,this paper refers to and analyzes the research results of relevant theories of community public service at home and abroad,defines the current research situation of domestic community public service,and provides theoretical support for follow-up research.Based on the core issues of the above research,this paper defines community public service as that within the community,the government,as the leader of community public service,uses various public resources inside and outside the community to provide targeted public services for community residents.On this basis,the paper takes community Liubei District of Liuzhou City as the research object,and uses the survey methods of unstructured interview and questionnaire to conduct in-depth field research.According to the actual situation of community public services,the demand characteristics of community residents for community public services,the satisfaction of community residents with community public services provided by the community and other first-hand materials,the data materials are integrated with relevant theoretical knowledge,and the factors restricting community public services are placed in the three dimensions of Technology,organization and environment in combination with the theoretical framework of technology organization environment(toe),Based on three dimensions,this paper explores the causes of the lack of community public service ability in Liubei District in practice and development: from the technical level,it analyzes the problems of poor connection of community information communication platform and lack of two-way communication channels;At the organizational level,the organizational structure is unreasonable,the service concept needs to be changed urgently,and the linkage of service departments is not enough;In the analysis of environmental aspect,there are problems of imperfect fund guarantee mechanism and weak policy support.Finally,it puts forward targeted countermeasures to improve the ability of community public service.
