It is known that government regulation is an effective make up measure of market failure. But different country has its different market development level, and the practical situation by market failure is different also. Therefore depends on the different market failure, government should take different measures to regulation. As this paper is focuses on the government regulation in China, we must be established in the research of the market status of Chinese transition. At present China is in the transition period of planned economy to market economy, that's determined Chinese market failure must has it's own characteristic. It points out that there are two kinds of market failure in China, not only the market failures caused by poor-working of the market mechanism, but also the market failures caused by the lack of suitable economic institutions and mechanisms. As the reality of market transition, It shows that Chinese government regulation is not only a deregulation of the previous strict regulation but also a build and execute process of the new regulation policy and the new system, so it's a mixed process. During the past 20 years hard practices, Chinese government regulation has achieved obviously achievement, the traditional regulation has been broken up, at the same time the new regulation system has been established which is suitable to the requirement of market economy. But though the practice, there are still many problems and obstacles obstruct the further development. Therefore, the innovation in government regulation is indeed needed, such as to set up the effective regulation targets, and to strengthen the legislation in regulation and reflect the demand of the public, and so on.
