Community Policing is named as the Forth Policing Revolution. The concept of Community Policing was dated back to the mid 1930s. In the end of 70s and the beginning of 80s, the CP Concept was developed into a theory and was taken into practice. Later, it was introduced into some cities in Asia, Oceania, etc. In the end of 80s and the beginning of 90s, it came to China and thus be compromised gradually with Chinese policing tradition, such as to secure the public from a basic level, to prevent and control crimes by the joint efforts of citizens, etc. The CP Concept calls aloud to control crimes and solve social problems from the roots, and this idea wins world-wide acceptance.
