Based On The Sara Problem Solving Model To Carry Out The Viewpoint Of Community Policing

Community policing is a policing concept which is popular in many countries. Ever since1990s, this concept has been emphasized by the Chinese government and public security organs of different levels. In the year2002, community policing has been defined as policing strategy and implemented nationwide. The basic concept of this strategy is serving the community while being rooted in it, which is in accordance with the Mass Line of China, and copes with new requirements and challenges raised by the development of society and economy to the policing work.After several years’ exploration and practice, the community policing strategy of China has made some achievement, and gained some reputation among the people. But there are also problems and shortcomings emerging in the work. This essay argues that these are caused by the lack of systematic working theory. Many places implement community policing under the traditional policing modes, which is in contrast to the original purpose of this strategy. Thus, by making research of the working modes of community policing in western countries, combining with the current situation of community policing in China, this essay has introduced SARA problem solving mode, which is a popular community policing working mode in developed countries. It has related the meaning of adopting this mode in the community policing strategy in China, as well as the foundation, methods, potential problems and countermeasures toward adopting SARA mode.
