Reflections On Constructing A New Public Administrative Order In The Chinese Rural Area

Since the reform and opening-up policy was initiated, great economic and social changes beneficial to farmers have taken place in rural areas. Some problems arise as a result of such changes. Public administrative order in the countryside does not keep pace with rural economic and social development. This thesis, by application of public administration theories, analyses governmental role in public administration in rural areas and problems in existing public administration practice in rural areas by means of systematic analysis, comparative analysis and case study. It takes Xingqiao Town as an example and explores a new way to construct public administrative order in the countryside with measures and proposals.The first part of this thesis details research background, research objective, research framework, research methods and theoretical researches from home and abroad. The second part of this article gives a definition of public administration and presents basic principles to be followed by local government in public administration, with an analysis of different roles of central and local government in public administration. The last part of this article provides an in-depth analysis of the public administration practice in Xingqiao, identifying problems in the practice, and put forward author's proposals.
