In China, with economic development, new problems created, which mainly displaysin gradually expand gap between the rural and urban areas, among the regionals,industry and individual income. In the gaps, gap between urban and rural areas wasparticularly outstanding. The gap between urban and rural not only displayed in thelevel of economic development and residents income, more reflected in the gap of basicpublic service enjoy by urban and rural residents. According to the sixth nationalpopulation census major data communique, population of the people living in rural inChina is674,149546, accounts for the population[1]. Compared with the urban areas, therural is very weak in Compulsory education, public health, public culture, publicsecurity, social security and so on. Just think, is the perception of disequilibriumaffected the public service satisfaction of rural residents? It is worth to discuss.At thesame time of economy development, it need the mode of structure adjustment to makethe all-round development of economic society and the comprehensive development ofpeople come true.In recent years, the research on the basic public service residents satisfaction is moreand more, including the research on the public service satisfaction degree betweenurban and rural areas. But for the situation of disequilibrium of basic public servicebetween urban and rural areas, is it affected the public service satisfaction degree ofrural residents? Is there a link between the perception of disequilibrium and satisfactiondegree? These problems need to be solved in the development of equilibrium of publicservice between urban and rural areas. Only demonstrates the relationship and variables,can we explain significance for policy, and puts forward the countermeasures throughthe results of the study.The author selected residents public service satisfaction degree as the dependentvariable, the perception of disequilibrium as independent variables, and selected thefairness as intermediate variable, and establish the model to analysis the relationshipbetween them. The paper is divided into three parts, including six chapters.The first part is the theory. The first chapter is introduction, the content including the research significance, the theoretical basis, the relevant concept definition, the domesticand international research dynamic. The second chapter is the basic model, the contentincluding describing and analyzing the dependent variable——the public servicesatisfaction and explanatory variable——the perception of disequilibrium, analysis ofthe relationship between fairness and the perception of disequilibrium, and therelationship between fairness and the public service satisfaction. Put forward thetheoretical assumptions on the basis of the theory.The second part is data collection, analysis and results, including the third chapterand the fourth chapter. The third chapter is data collection. The fourth chapter is dataprocessing, the empirical analysis and the results of data analysis.The third part is conclusion, some suggestions and prospect, including the fifthchapter. The fifth chapter is summarizes on the conclusion of the research, and putforward some suggestions and prospects.
