Public Opinions Influence On Local Government Public Policies Adjustment And Strategies

Public policy has a huge impact on social development.The essence of public opinion is a kind of popular will expression.It reflects the interests of the public in a certain extent.Whether a policy is reasonable,scientific,and fair will inevitably attract public attention and produce mixed evaluations.These evaluations have a very important impact on the entire process of public policy.In the information networks,public opinion has a far-reaching impact on public policy.How local governments respond to public opinion and manage public opinion and adjusting public policy has become a difficult problem.The solution of the problem has great significance to the stability and development of society.This article is based on the case of the D-city eucalyptus planting policy adjustment in public opinion,study on the influence of public opinion to the adjustment of local government public policy,and policy implementation effect.At last,the author advise on local government public policies how respond to and guide public opinion.The major conclusions of this paper are:(1)Through the analysis of the eucalyptus planting profile and policy adjustment development history in D city,we find:the large-scale cultivation of eucalyptus in D city is 16 years,and the eucalyptus area is about 146,789 hectares.The non-standardization and management of eucalyptus planting has caused problems that such as soil erosion,hidden dangers of drinking water safety and social contradictions.The state and the province have issued about three eucalyptus planting policies,and the policy plays an important guiding role.D City adjusted the eucalyptus planting policy according to national and provincial policies and local actual developments.It experienced introduction stage,large-scale promotion stage,suspension and prohibition stage,transformation and exit stage.(2)Analysis of the adjustment effect of the eucalyptus planting policy in D city from the perspective of public opinion,we find:the country public opinion and D city public opinion all believes that eucalypt planting will cause major damage to the ecolog:ical environment.The D city eucalyptus planting policy of the formulation,adjustment and even termination has been influenced by public opinion.Introduction and expansion policies are better implemented.However,in the process of implementation,due to the operator's rough operation and irregular afforestation operations and the uneven distribution of interests,that have caused certain social problems.The policy of stop and ban eucalyptus planting has not been effectively implemented.The policy of transformation and exiteucalyptus planting has better implemented,it mainly because the Transformation exit policy is formulate by the scientific analysis of public opinion.(3)Through the analysis of the adjustment effect of the eucalyptus planting policy in D city,we put forward three strategies to deal with the eucalyptus planting public opinion.The strategies are that create conditions to fully use the positive role of public opinion to optimize and improve the public policy,guide management to minimize the negative impact of public opinion,improve ability to respond promptly and effectively to g public opinion.
