Research On Responsibility Of Local Government In Solving "Left At Home" Problem In Rural Areas

With the propelling of modernization program in China, a great quantity of surplus rural labor move to those modernized city which makes people left at home in deprived rural areas form a huge vulnerable group."Left at home" has become an unharmonious factor in rural community in the process of building a harmonious society. Proper resettlement of caretaker personnel and reasonable solution of "left at home" problem are the keys of new countryside construction. Proper solution of "left at home" problem in countryside needs various efforts, and the local government has inherent responsibility in solving it. This paper mainly inspects discharge of duty of local government in solving "left at home" problem in countryside, and explores routes of strengthening responsibility of local government in solving "left at home" problem in countryside. There are three parts in this paper besides introduction and conclusion:The first part analyzes the reason of "left at home" problem and exposes realistic significance of solving "left at home" problem in countryside. In the author’s opinion, formation of "left at home" problem is related with three factors. The first one is rural-urban dual economic structure; the second one is present household registration system; the third one is maximized choice of family benefit. To solve "left at home" problem is an inevitable choice in balancing urban and rural development, requirement of developing human resources potential and accomplishing the all-round development of human beings, and also the need of preserving family harmony and stable.The second part mainly analyzes responsibility defect of local government in solving "left at home" problem in countryside. Paper analyzes embodiment of responsibility defect of local government from education, security administration, social security and cultural publicity. Meanwhile, this paper analyzes deep cause of responsibility defect of local government from the view of path dependence in institutional change and government transformation.The third part explores counter-measures of strengthening responsibility of local government in solving "left at home" problem in countryside. In the author’s opinion, to solve "left at home" problem effectively, local government should make effort from the following aspects:strive to develop township and village enterprises and realize urban and rural integration; promote reform of household registration system steadily; build sophisticated rural education system; improve rural social security system; reinforce rural social security management; push forward rural "respect the old and cherish the young" society construction.
