China And Western Developed Countries, Civil Service Training System, A Comparative Study

Many countries have improved the requirement for those public servants training in public sector as the communication and conversation of governments have enhanced after entry into WTO. All governments recognized that the ability of public servants as policies makers has impatient on action affectivity and ability of the public servant power. The government, one of the public sector, has to rely on the public servant training to improve comprehensive ability through effective human resource development. The practice shows it is key important to improve meningitis ability as to the consistent effective and in time public servant training. Basing on special public and history background, the public servant training institution has its own advantage, simulating transferring absorbing and enjoying each other between China and western developed countries. The paper try to make research on public servant training institution through comparative method by Chinese and oversea historic sight. The paper want to build and train excellent public servant and improve the whole ability to construct homogeneous society and the rich society by four comparative sides: training history, lead thought, fact operation.
