Rasearch On Electronic Police District Public Security Organs In China

With the development of modern society, the Internet technology gets into people’s horizons with rapid trend and is exerting profound impact on people’s life. As the main functional part of our government, Public Security Bureau shoulders a duty closely related to the people. Developing electronic policing complies with the inevitable requirement of public opinion and it is the only path leading to the development and reform of modern policing. The problem of how to make policing work more efficient and better qualified with the help of information technology has become a project to be explored in no time for Public Security Bureau.The electronic policing began in 1998 in China. Then the public security electronic policing has succeeded in rapidly developing its internal informationization and is now becoming more mature. However, its service towards the people is still in the early stage. After researching the foreign electronic policing and evaluating 31 municipal public security authorities in China at random, this essay finds that the electronic policing in China has many problems including late starting, weak foundation, big gaps, focusing on the form while ignoring the practical effect and lacking overall planning etc. However, the Public Security Bureau of Taizhou City is among the pioneers in constructing electronic policing. The essay analyzes its developing process, ensuring system, main methods and its achievements, draws a conclusion about its primary experiences and explores actively a road to electronic policing that is suitable for the situation of China.Through investigating and contrastive analyzing, the essay argues that we should enhance the top-level designing, overall planning and system ensuring in municipal electronic policing. In the meantime, we should depend on the construction of online public security bureau and make every effort to expand and extend the mobile handheld policing. We should also make sure "serving the people" is our primary goal, focus on "the convenience and benefit of the people" and implement electronic policing construction work.
