The Non-governmental Organizations Study In Community Security System

Since the 1980s, as the transition of China's economic system reform and government functions, the unit system transforms to the community system gradually, the community residents gradually transforms from the unit person to the community person. China has also experienced a transformation which from unit security to community security. Non-governmental organization is an important new force in community security. Non-governmental organizations play an irreplaceable role in the community endowment, handicapper's care, medical security of residents etc. One part of these non-governmental organizations come from changing of institutions with a welfare-oriented nature which mainly charged by the government departments, such as nursing home, baby farm, etc. the other part is grass-roots non-governmental organizations concerning community security which formed spontaneously in the public. However, China's non-governmental organizations haven't taken enough effect in the community security. On the one hand, the social structure is in transition, the community security is in the beginning stage, the orientation and the mutual co-ordination of government and non-governmental organizations in the community security are not clear; on the other hand, there are system defects in non-governmental organizations which restrict the development of them. The article takes describing the relevant theories as the basis, analyses the experiences of the foreign non-governmental organizations how to undertake the community security, and then analyses the develop actuality dilemma that of China's non-governmental organizations undertake the community security. In the end, it makes some suggestions of reconstructing China's non-governmental organizations in the community security.
