And urban community construction begins to develop, and evolves into a movement that government impels, non-governmental community organizations and community residents widely participate in. In the process, non-governmental community organization has played an important part. But its plight has severely constrained the development. How to develop in this situation just place in front of us.I choose Linliqing happiness alliance in Canglang district of Suzhou city which has relatively sound structure,stable organization,distinct feature in support of the theory of governance,autonomy,grassroots democracy. And analyze the background,operation situation and the problems,reasons of the happiness alliance, to deeply discuss the measures and recommendations of happy alliance further development. So that we seek the development path of happiness alliance, provide experiences for non-governmental community organization development, and provide organization basement and material security for all-round development of community residents, whole promotion of harmonious community, gradual development of community construction, and deep construction of grassroots democracy.
