On The Shift Of Social Governance Mode On Three Foundations In China

Thinking social governance issue from the angle of the mainframe of social governance structure is more favorable for looking through social phenomena and holding main antinomy and essence. The view point for inspecting social governance issue from social governance structure provides a platform to survey social development history and trend from the forefront of social development, and theoretically is more favorable for constructing a scene of Great Harmony for our country and even the whole world. China's social governance structure with "Three Foundations" refers to a stable and tetrahedron-like space structure, under the leadership of CPC and with politics, economy and culture as an independent foundation respectively. This thesis, through five structure modes, mainly discusses the historical process about the shift of working focus, from politics to economy, then, from economy to culture, and eventually from culture to the people.Such research methods as model analysis, philosophy of Marxism, politics, public administration are adopted in this thesis, and the combination of these methods is sometimes used for one proposition.This paper is conducted from four aspects:I. The focus on the leadership for CPC successfully transferred from politics to economy, which made our society a tremendously change and manifested strong vital force and energy for socialism. China's politic needs reform, governments also need and so does economy, but all these need the drive of culture-foundation. A society that has a well social governance model must bring society all-round revival. Construct the pole of culture is the key phase for our country's social governance situation in the future. Whether can our country construct an ideal social governance structure model in the knowledge economy era and construct a harmony society or not is necessary and immanency. This paper analyzes social governance and national governance and theirs structures, as well as the definition and differences between them two. The point of social governance is a management approach, which is under the leadership of CPC and adopted for maintaining a relatively ideal state among social politics, economy and cultural order. Social governance structure mode with"Three Foundations"presents a kind of structure frame and system arrangement. A good social governance structure contributes to the realization of social governance aim. Social governance structure mode has gone through the process from theonomy and rule of man to rule by law and of virtue.II. Focus on the theoretical and reality basis for China's social governance structure mode with"Three Foundations"as well as the form of four models. Theoretically, social governance structure mode is based primarily on the philosophy of Marxism. First, it is accordance with dialectical materialism by Marx and Engels, which reveals the pattern of widespread contacts, unity of oppositeness and mutually transformation among all kinds of factors in the social system. Second, holistic view of Marxism is an important theoretical support for forming the social governance structure with"Three Foundations", and this thesis is also constructed within the holistic frame of social governance structure. Third, it is based on the idea of"community of free individuals"and"all-round development of human beings freedom"by Marx. In practice, the research on the shift of social governance structure mode with"Three Foundations"is favorable for providing social governance strategies and forming the focus on"culture-foundation", laying a firm foundation for people-oriented ideology. The social governance structure mode in this thesis refers to the social structure with"politics","economy"and"culture"construction as an independent foundation respectively. This ideal structure consists of such four modes as politics-oriented, economy-oriented, culture-oriented and people-oriented, with each one being characterized. In the mode constructed by the thesis,"politics","economy","culture"and political party form a stable and tetrahedron-like space structure, which is the social governance structure mode to be constructed, and the People takes the final focus in this mode. The space structure composed by A. B. C and D is the harmonious society we would like to construct. Construction of the mode visually and effectively presents the formation changes and focus shift of social governance mode, and provides theoretical consultation for the practice of China's social governance reform.III. The shift of China's social governance structure mode with"Three Foundations". The adjustment of China's social governance structure is primarily considered from the angle of class foundation, or can be understood as the adjustment of host status, with the rising of the intellectual's political status, and the intellectual boarding the historical stage as independent class. Then, China experienced several adjustments in economy. However, this kind of adjustments is considered from the"economy"angle, or from the economy situation or status of socialism. China took the adjustment from the original planning economy to private economy, individual economy, joint economy and non-state-economy, and in the end the economic pattern came into being, with socialist public ownership as the mainstay and long-term coexistence of various economic compositions.The shift for the working focus of CPC from politics to economy has gone through the hard way for 29 years, undergoing a tortuous process of development. The focus on economy took great changes on China's social structure, and socialist demonstrated vigor and vitality. The shift from economy-focus to culture-focus for China's social governance structure mode is consistent with the age of knowledge economy and the element requirement by knowledge becoming production capability. Furthermore, the historical process is also discussed that social governance structure will shift from culture-oriented to the people-oriented.IV. The reality dilemma for the shift of China's governance structure with"Three Foundations". From the theoretical and practical aspects, it is illustrated that the biggest dilemmas in establishing this"Three Foundations"social governance is the government's devolution of powers. The way and degree of power devolution for governments are both theoretical and reality issues. Another dilemma is the establishment of"culture"foundation. Foundation of"culture"is decided by the social status of the cultural group in reality, with the intellectual being the core of the group. This issue lies in how the intellectual are treated and employed by CPC and our government. The intellectual's status has never been covered by social governance structure, and meanwhile, this is also a challenge for the intellectual themselves. Suggestions and countermeasures mainly consist of four aspects: first, construct a big"Culture Ministry"; second, value the roles of university-centered intellectual, and earnestly improve the social status of the intellectual; third, propose the separation between politics and government; fourth, actively conduct theoretical research on social governance with"Three Foundations", and continuously enrich and optimize Marxist social governance theory.This paper finally pointed out in the thesis that the social governance structure mode with"Three Foundations"is a significant theoretical proposition as well as an important practical one, influencing China's social development. The evolution of social governance mode with"Three Foundations"is a historical process as well as long-term one, especially for the historical stage in the shift from economy-focus to culture-focus. The construction of the third foundation and the building of a reasonable social governance structure need the public attention from all talents, the institutional guarantee from country's political and economic reform, support with kind effort from economy decision makers and enterprises, and the theoretical animadversion and practical exploration from the participation of universities and scientific research center, for the formation and development of the third foundation"culture". The construction of social governance structure with"Three Foundations"aims at the realization of people-oriented and the all-round liberation of people in the real sense. It needs the great efforts from generation to generation; it demands a vision beyond the world to construct a new world.
