China,America and Russia are the most important nations in the world,the relations among which always influence the world situation,so they are the focus in IR areas all the time.After the cold war,the trend of relations among the three nations is that China gets closer with Russia while violating with the U.S.Between China and Russia,nevertheless,their economic relations have been falling behind political relations,the characteristic of heating politics and cold economy,which are opposite to the feature of cold politics and heating economy between China and the U.S.It implies that international relations shouldn't be defined as good or bad,close or distant simply,and as such international relations are multidimensional rather than single dimensional.The level of institutionalization can reflect the desire between two nations in corporations,thus we may measure the extent of cooperation by it.Through storing out and comparing the institutionalization,we find that the level of institutionalization between China and Russia is higher than that between China and the U.S.in politics,economy,military,and culture,except for environment.No matter China and Russia,however,or China and the U.S.,they all more or less have some questions in institutionalization,such as institutions built has a low efficacy or even is useless;deficiency in institutions;unbalance in cooperation and communications.Giving different nature,we should give different solutions depending on concrete conditions.Specially,China and Russia need to create a new higher way based on the comprehensive strategic cooperation now,and China should show her key interests in strategy and issue her books of foreign policies,building institutional environment of co-existence and non-zero sum between China and the U.S.
