We have firmly acquainted that entering WTO is not the termination, but the start, since China becomes the 143rd formal member of WTO on 11th, Dec. 2001. The key lies in our holding on rules of WTO and market economy to make the conflict, bout, competition and development under new circumstance and position become the persistent drive promoting the fast, efficient and stable development of our economy. The chief of the delegates, Long Yongtu said that the biggest risks of entering WTO is not concussion, but no preparation; not the strict rules of WTO, but not familiar with the rules.Rules of origin is one of the important rules of WTO and origin is named the economy nationality of goods. In world trade, the implementation of many trade measures all relate to the origin of goods, such as most-favored-nation clause, anti-dumping, discriminatory quantity limit and trade statistic and so on. The self-contained rules of origin and its exertion affect the performance effect of world trade measures of one country, so WTO and the governments of countries all attach much attention on and establish Rules of Origin, adjusting and modifying it with the change of position and condition. Our country also establishes the rules of origin on import and export. While comparing with Agreement on Rules of Origin and the rules of origin of other countries(or areas) and taking a look at its practical performance effect, the rules of origin of our country exists some limitations because of varieties of reason, so it can not satisfy the needs of protecting correlative industry and creating more developing space for external trade under the new condition after entering WTO. In conclusion we should take a deeper research on rules of origin and consummate our existing rules of origin to maintain the economic rights and interests and improve our ability of grasping and exerting the challengeable opportunity.In the first part of the essay, the writer gives a brief introduction about originand rules of origin first, then the sorts of rules of origin and standard of origin are put on.
