Transparent Government: Connotations, Ideas And Constructing Approaches

The transparent government is a basic principle of the modern democracy, and also is a systematic arrangement for public administration proceeding democracy controlling. Being a basic principle of the democracy times, it demands government to respond to the society and people's request and take action to take into satisfaction. Being a kind of systematic arrangement, it is that individual and public information controlled by government should be public to the society, and the citizens have the right to get in touch with and use the information except individual and business secret and national safety etc. However, because of the impact of the historical feudal tradition, our government is severely lacking in transparency, which causes obstacle to our construction process of modern democracy society. It is imperative to construct transparent government.From the point of politics, the paper studies comprehensively how to construct China's transparent government under the direct of Marxist basic principle and Deng Xiaoping's theory. It is based on and absorbs the former research fruits. In addition, it is using the comprehensive methods of politics, public administration and administrative legislation and Kuhn's paradigm theory.This dissertation consists of four chapters.Chapter One is a summarization about the study of transparent government. In this chapter, firstly the author introduces the aim, significance and background of the study, then summarizes the present situation of the scholars' study about this theme. The last part of this chapter is the introduction of the methods, possible new ideas and limits.Chapter Two systematically discusses the connotations of the transparent government paradigm. At first it is the summarization of Kuhn's paradigm theory. Then the author clearly points out that transparent government is a kind of government paradigm and defines its connotations under the support of Kuhn's paradigm theory, furthermore expounding that the construction of transparent government is a kind of paradigm conversion. Transparent government paradigm has cultural and social functions.Chapter Three is about the three important ideas of transparent government. They are sovereignty belongs to the people, the socialism being-ruled-by-law idea and service administration. Then this chapter discusses the orientations of the construction of transparent government from the reality perspective. There are three main reasons: to make the invisible operation of government's power visible, to make the invisible administrative policy-making visible, to make the invisible public finance visible. Thereby the people can exercise supervision right effectively.Chapter Four puts forward six approaches of the construction of transparent government. As an administration paradigm, the construction of transparent government is a complex and systematic project. Academic circles inevitably need make great efforts in many fields, such as legislation of information publication, administration system reform, civil participation and other fundamental aspects of mind emancipation and system reconstruction. The key way to construct transparent government is to center on the reforms in these fields: administration information publication legislation, administrative policy-making hearings, e-government, public finance reform, civil participation, cultivating administration culture, finally forming a government-society path system.The end of this paper is about the conclusion and prospect of the study.
