On Scientific Reigning

Under the new historical conditions, faced with the complicated and changeable international and domestic new situation, the important issues on scientific reigning proposed at the fourth plenary session of the 16th CPC Central Committee, has become a new bright spot and the new starting point of the party's governing capacity building. Scientific reigning is not only the principle of the idea in strengthening the party's governing capacity-building, but the important goals of party's ability to govern the construction. Scientific reigning is a prerequisite for successfully regining to ruling party. Striving to achieve scientific reigning, For strengthening the party's governing capacity building, consolidating the party's ruling position, comprehensively building a well-off society and realizing the great rejuvenation of the Chinese nation, is of great strategic significance.Since the Proposing of the concept of scientific reigning, the articles so lot on the topic have been published.But, most of the lack is a comprehensive system of summing up and studying for this idea. Although limited by the length of this paper, I am trying to do on this issue a more comprehensive system of phased-up understanding,and gaving a new understanding and analysing on this basics,and offering a new thinking for scientific reigning. The thesis consists of three chapters, and the main contents of the four chapters are as follows:The first chapter, from the philosophical foundation of scientific reigning to its essence, impetus, basic characteristics and main contents, and to the associated national conditions of China, the scientific concept of development and building a harmonious society and so on, has done a comprehensive scientific analysis and positioning in its connotation.The second chapter, Proceeding from the scientific reigning is the nature of the CPC, does a more systematic summary to the historical experiences of our party in ruling. At the same time, with the realistic background, makes a necessary analysis in the necessity and importance of scientific-reigning.The third chapter focuses on the key of the scientific-reigning is the scientific in reigning. Mainly they reflect on establishing scientific thinking, grasping the laws of science, improving the scientific system, to innovating in scientific methods,continuously emancipating the mind and so on. On this basis,make a more comprehensive and systematic theoretical thinking and exploration on the thesis. At the same time, Points out the problem of the scientific evaluation system institutionalized building of the scientific-reigning.
