The Study On The Running Of The Program Of Serving Voluntarily In Northwestern Cities Of Liaoning Province

The project management is not only a specific management style in a new era, but also a management idea and model in which natural science and social science are combined. This management idea and model is now gradually used in various fields in society.With the development of our society, social volunteer service is provided in more and more fields. In order to push the volunteer service and fully develop the effect of the volunteer service, Chinese Communist Youth League adopts the operating model of project management, so that the volunteer service can be developed towards healthy direction.At present, the voluntary service in China is facing many difficulties, such as low acknowledgement, low participation ratio of citizens, lack of related legislation, lack of voluntary organization, insufficient in training and administrating, hard to get financial support, etc. in the moment, which seriously limits the development of voluntary service in China. To solve the problems, we shall take efforts in the following aspects: creating a comfortable environment for voluntary service development, making rules and future plans for voluntary service development, establish unified institution and create encouraging policy to attracting the social strength invest into the business, on the other hand, strengthen the construction of voluntary service organizations, improving the voluntary service standard, perfecting the organizing institution and financial system in voluntary service, advocating the allowance volunteer to provide service to the social welfare, to promote more citizens devote into the voluntary service. By taking the efforts above, we hope to promote the development of voluntary service in China.Taking the Volunteer Service Plan for Northwest of Liaoning Province for example, origin, implementation, achievements and obstacles of the project are intensively analyzed in this paper. Finally, it gives suggestion of program-like operation, business-like development and contractual cooperation based on research on cooperation between "the third patty" and the government. These provide experience and model for the voluntary service in China and promote the development of voluntary service in China.According to the points the above mentioned, the project is explained and researched from the following parts. The topic background, current situation, researching purpose and methods are briefly explained in the first part. On the basis of research, the author puts forward his own research ideas and methods attempting to bring some discoveries, breakthroughs and innovations to the study on the operation pattern of the project management.The second part mainly summarizes the Volunteer Service Plan for Northwest of Liaoning Province Project on the whole. It includes the implementation background, the content, the operating process of the project, the organization and management framework of the project and so on. Related policies and the operating process of the project are introduced in detail. With the mutual effort of the government of Liaoning province and the Youth League, the policies of the project have been continuously improved and added. The recruitment, training and dispatch, management services, employment services and assessment of the operating process are mainly described. Through detailed introduction, the author clearly interprets the relationships between the responsibilities and the powers within the internal different organization and management institutions, which will lay foundation for analyzing the operation model of the project in a scientific way.In the third part, the current situation and the problems existing in the operating course of the project are mainly introduced and analyzed. Through the analysis of the project since 2003, we know that the operating situation of the project is in good condition and has achieved some results, mainly in the following areas: the project has strongly promoted the growth of the contemporary youth talent, effectively promoted the underdeveloped areas in Liaoning Province developing in a comprehensive, coordinated and sustainable way, and played an important role in carrying forward the national spirit, a new wind to lead society to promote the spiritual, material and political civilization construction. Of course, there are some problems existing in the course of the project, including: recruitment process can't be selected to ensure that the candidates are excellent; management services for volunteers are not in place, etc. Based on the analyzing and studying these internal problems in-depth, the paper identifies constraint factors and deficiency conditions correctly and provides the necessary preparations for the construction of a reasonable mechanism. In addition, discovering and analyzing these issues will provide some support for the theoretic sublimation of this paper.According to analysis results of the third part, some comprehensive optimization proposals are put forward in the fourth part, and the importance and emergency to consummate the operating mechanism of the project is also further clarified in this part. These proposals include not only optimizing the operating mechanism of the project management, but also giving more policies and suggest to the operation and management of the project from different angles. Three proposals are mainly suggested, including: innovation and development of voluntary services, namely the program-like operation, business-like development and contractual cooperation; the border and areas of voluntary service, and management improvement. To strengthen and improve the management of the project, some proposals are suggested: to rightly deal with the relationship between the quantity and quality, scale and efficiency, and rule of man and rule of law; to emphasis on the team-building of the project and set up baseline.In short, the paper around the item to discuss all aspects of the project management problems in a general summary and emerging issues for the feasibility of proposed solutions for the project, which are not only provides a reference value, but also make a theoretical contribution to promote the development of voluntary service in China.
