In modern society,community voluntary service has entered the scope of public governance,and the conflict between community individual freedom and community development responsibility can be effectively alleviated by means of voluntary service.In this context,community voluntary service has gradually transformed from moral behavior into professional technical behavior.Taking volunteer service projects as a new form of voluntary activities as the organization carrier and innovating the management mode of community volunteer service is the inherent requirement for community volunteer service to develop towards standardization,specialization and standardization.At present,the social governance concept of national co-construction,co-governance and sharing is essentially the same as the connotation of public participation in community voluntary service project management.This creates a good social support environment for the experiment and implementation of community voluntary service project management mode,and is conducive to further release the benefits of volunteer service to benefit the people,and meet the people's growing service demand.To a certain extent,community voluntary service is to correct the existence of government failures and market failures in the community space.However,from a practical point of view,community voluntary service is not a perfect service tool.There is also the phenomenon of voluntary failure,which is manifested as insufficient efficiency in project management.Based on the theory of "three circles",this paper constructs a community volunteer service project management efficiency evaluation index based on value,ability,support and performance,and elaborates the essential elements that high-quality volunteer service projects need to meet.Through the theory of project management,the community volunteer service project management is divided into four stages:project development,project planning,project implementation and project closing,and the implementation direction of management behavior among them is explained,and the way to improve the efficiency of community volunteer service project management is explored.This article selects Beijing Huilongguan Community's brand project-"Hui+" weekend green running volunteer service case as the research object,analyzes the project's public welfare value performance,organizational management capabilities,social support level and service performance level,It comprehensively describes the project management efficiency of community volunteer service samples.From the practical research situation,the project management efficiency of community voluntary service has not reached a good level.Analysis of the problems and causes of its management.This article believes that excessive involvement of administrative forces,weak voluntary organization construction;lack of professionalism in project development,planning and technology application,imperfect executive management mechanism,inefficient performance evaluation mechanism,and low conversion rate of project results are the main factors restricting management effectiveness.By examining the advanced experience of community volunteer service project management at home and abroad,it provides ideas for improving the efficiency of my country's overall community volunteer service project management,that is,strengthening the capacity building of voluntary service organizations,guiding volunteers to participate in an orderly manner,and moving toward diversity.The direction of co-governance cooperation is moving forward.Improving the efficiency of community volunteer service project management is a long-term and complex project.It not only needs to give full play to the government's administrative resource advantages at the national level,guide and promote the construction of voluntary service project management system,but also need to stimulate the vitality and participation of organizations at the community level.Ability,focusing on the enhancement of professional skills and the mobilization of enthusiasm.Starting from the reality of my country's community volunteer service,if we want to truly give full play to the effectiveness of community volunteer service project management,we must build a cooperative management model,clarify the main role relationship,further strengthen the overall planning and design of volunteer service projects,and promote the construction of voluntary service project management mechanisms.And improve,deepen the evaluation and result control of volunteer service projects.
