Karl Marx argued that the Paris commune practiced the construction of " economical government " in his book,Civil War of France.Based on the summary of Paris commune experience,Marx defines the concept and the construction measures of economical government.Our country introduces a general idea of establish a Resource-efficient Government and set the construction of " economical government " as a good example of "economical society" since the 16th National Congress.To establish a Resource-efficient Government has become an urgent problem in our government reform.Under the integrated use of Marxist theory,Ideological-Political Education,Public Management,Sociology,Management,Law and other disciplines theory,this thesis carries out the systematic study by the methods of literature research,comparison analysis, meta-analysis,Induction and so on.This study clarifies the concept of economical government;propose that the idea of economical government is considered as inheritance and development of Marx's theory of economical government,all based on the summary of Marx's concept and the construction measures of economical government.Though combining Marx's economical government theory with Chinese actual situation this paper is to correct orientation role of the economical government and to analyze the factors and countermeasures which influence the construction of economical government.Hoping to provide some references to our government management innovation and government capacity strengthen though the research on the Marx's theory of economical government and our country's establishment of a Resource-efficient Government.
