Study On The Construction Of Economical Government Organizations

The shortage of energy resources has become the focus of society and economy.Energy conservation is not only an important way to solve the problem but also an effective way to reduce pollution and protect ecological environment.Resource conservation and environmental protection have been as a basic national policy in China.In order to promote the construction of a conservation-oriented national economic system and society,national government agencies have taken the lead in promoting the construction of economical government agencies.Building conservation-oriented government agencies can not only effectively reduce government operating costs,but more importantly,it will encourage various organizations and enterprises in society to participate in the construction of a economical society.The district and county-level government agencies have a huge number of energy and resource consumption.The conservation-oriented construction of the district and county-level government agencies is the key to the success or failure of the overall realization of conservation-oriented government construction.The article is a combination of theory and practice,which is based on data analysis,questionnaire,interviews with people of the government on C county.The study conducted in-depth analysis of current situation,problems and causes of the construction of economical government agencies in C district,and put forward more objective countermeasures and suggestions.The study found that the main problems in the construction of conservation-oriented government agencies in C District government were: unclear conservation goals,inadequate implementation of conservation-related systems,low efficiency and effectiveness of staff,and aging of equipment and facilities All of these problems contributed to high level of energy consumption.The primary reason is the lack of awareness,weak collective concept,lack of assessment system and incentive mechanism,and the secondary reason is the insufficient use of energy-saving transformation and new energy-saving technologies and methods.Therefore,the construction of economical government at district and county-level must pay more attention to human factors,and increase the awareness of conservation,strengthen the implementation of the system with energy-saving reforms,and introduce advanced energy-saving management methods,new energy-saving technologies,equipment and facilities.
