To build a resource-efficient society is not only an important strategy for china's modernization, but also an overall and strategic decision. The strategy of building a resource-efficient society rapidly is decided according to china's basic conditions. It's an inevitable requirement of implementing the scientific concept of development, an important guarantee for building a well-off society, also, and an important measure of defending the security of both economy and nation. This strategy concerns our modernization, our fundamental interests of people and Chinese living and long-term development. Of course, To build a resource-efficient society is an extensive, large-scale and complex system, contains all kinds of complicated relations, which involves governments, enterprises, individuals etc. However, limited to this paper, we will focus our analysis on the responsibilities and measures to take by our government in building a resource-efficient society.The paper can be divided into three parts. In the first part it gives the process of putting forward the strategy of building a resource-efficient society. It analyses the meaning and characteristics of a resource-efficient society, and the importance and necessity of building a resource-efficient China. As for the meaning and characteristics of a resource-efficient society, this paper takes the definition in governmental files as the basic one, and integrates views of a number of experts and scholars. In the second part it analyses the role of government and the government's plight in the process of building a resource-efficient society. Due to the uniqueness of status, the government plays several roles and bears multiple tasks. In the third part it, according to the logic way i.e. from concrete to abstract, analyses Firstly, as a simple consumer, also as a special consumer, the government has its own problems in the process of social consumption. Secondly, as an executive agency, the government has deficiencies and defects when it performs functions. Finally, as a manager of the society, in order to protect a resource-efficient society the government has to face some problems and plight. The last part is the subject and key point. Considering the issues rose in the third part we can find the measures the government can take in the process of building a resource-efficient society. At first, the government should form itself into a resource-efficient government who can function at low cost, discipline itself from corruption, administrate according to law, run efficiently, and rule democratically. Only in that way a real resource-efficient society can be built. Then, from the perspective of administrator, what's worth emphasizing is that the government should advocate resource-efficient society and persuade people, try to form a energy-saved culture, elevate people's awareness of saving. We should try to improve laws and policies to provide a strong support for a resource-efficient society. What's more, we should invigorate our country through science and education, improve the innovation of science and technology which can save energy to build a resource-efficient society. Meanwhile, we should strengthen international cooperation and exchange; learn from foreign experience to build a resource-efficient society.the originality of this paper lies in that: Firstly, it deeply analyzes the difficulties the government faces in the process of constructing a resource-efficient society in detail from many perspectives; Secondly, Based on the condition of China, it probes into the functions of the government and its measure which should be taken in the process of constructing a resource-efficient society.
