China Saving The Government Building

The establishment of economical government is one of the most important aspects in founding the economical society. By economical government, we mean that, the government including the integral action of the government as well as the individual movements of its components, by taking the integrated measures of law, economy and administration, and rising the efficiency of resource utilization, should provide the society with as much public productions and services as possible at the lowest administrative expenditure, so as to guarantee development of the economy and society harmonious and sustainable. Meanwhile, it demands the thrift of the administration, the incorruptness of the officials and the high transparency and the legitimacy of the executive action. Establishing the economical government which plays the crucial role in the social and economic development is the fundamental affair that all countries must face. The temporary Chinese government is confronted with many urgent affairs, such as, enhancing the self-construction, raising the level of the administrative management to generate the favorable environment of both inland and outland for the social and economic development, heightening the national comprehensive strength, building the harmonious society and so on. Under such background of the era, it has great realistic significance to establish the economical government.Deeply analysis of the present waste problem and study on how to reduce administrative waste on the condition of providing effective public service is the first important affair for our government which has a high level of waste. This paper first discusses some basic theories of the construction of an economic government, such as the definition and the external features, and the paper also expounds the practical significance of it. Then it analyses in detail the wasteful status quo of China and the cause of it. Finally, according to the specific situation of China, it proposed the measures and the proposals of building an economic government from six aspects.
