Since the nation started civil service exam openly at 1994, with the test , recruit and management of servants marching into the legalization and standardization, civil service exam is gradually also elevating temperature. Particularly started from 2002, the population of servants' enrolling has increased at the speed of over 50% sharply every year .After"college entrance examination hot","postgraduate school entrance examination hot", the civil service exam just like becomes one of most intense tests in China, and even has the reputation of being"China first test". But the college student group as the civil service exam forces, this hot phenomenon has aroused the socially wide concern. Academics in China also separately have researched the phenomenon in terms of Public Administration, Structure Function, History & Culture, Social Security and Social Demand and so on. But generally speaking, these researches are mainly simple description for the phenomenon of "the civil service exam hot", and lack theoretical and systematic characteristic.This article is based on the research of a special field, through the methods of literature, semi-structured interviews and participatory observation of the University Students Group on "the civil service exam hot". Regard Coleman's rational choice theory and Weber's Instrumental rationality theory as basic research theories, take the students major in Law of the University of X for example, and use the method of case interviews with groups of college students nowadays, and then we can analyze the situation of "the civil service exam hot" .At the level of basic action, combining with the cases, and using Coleman's rational choice theory, we have analyzed the act of "the civil service exam hot"from different angles such as actors themselves, resources (Situational behavior), benefits (Actors'aim) and social values-oriented. through analyzed us to find that in the basic motion level the university student community in the employment choice's process, the choice tested the official, this and other employment choice compared, might say that was one rational choice; But social sciences' core question explains the social system's activity, but explains the unit individual motion, although the system motion is originates indirectly from the numerous unit individual motion, has complicated contacting with the unit individual motion. But the unit motion's rationality does not mean the social action is also rational. The social action takes the individual behavior is possibly is rational, but has formed the community, after and interaction's behavior was very possible not rationally, when particularly faced the huge enticement, not rationality. Therefore, in the system motion level, the author borrows the Weber the tool rational theory,"tested the official to the university student community to be hot"this phenomenon to carry on the rational analysis, through the analysis might find that the university student community chose in the employment process tests the official in fact is its employment choice one kind of not rational performance in abundance. Through the analysis above we can understand that at the level of basic action, in the process of selection, the University Students Group choose the civil service exam, which compared with other employment options can be said to be a rational choice. But the core issue of the social sciences is to explain the activities of the social system, rather than to explain individual action units, although the system action is indirectly from a large number of individual action units, and inextricably linked with them. However, rationality of unit action does not mean that social action is rational.Social action may be rational as a individual behavior,but it may be irrational if it forms to groups,and than interactions with each other,especially when faced with great temptation, will be even more irrational.Therefore, at the level of system action, I analyse the phenomenon of the university students groups'"civil service examination heat"with Weber's instrumental rationality theory,through the analysis,we can understand that the university Student groups behave irrationally in the progress of getting job,it is not a rational choice to take the civil servant test. Through analysis, I believe that college students who choose the test of civil servants is the result of their rational thinking for themselves;However, as for the whole society,"the civil service examination fever"of college students is an irrationally behave in the process of getting job at the level of systerm action.Although the university students can enter the government agencies to work through the examination, this can take more excellent talents to government agencies, this will bring fresh blood and fresh air to the national authorities objectively, and bring more vigor and vitality to the civil service,but also ease the employment pressure,and this also have have a positive impact to the country's development and social stability.However, this behavior is not rational at the level of social system,it has more adversely affected to the country's development and social stability.So many students have registered for civil servants, no matter how the final result will be,this is a waste of human resources.So many professional technical person entered into the ranks of the civil service examinations, it results in the personnel structure imbalance:the personal imbalance between the government agencies,enterprises and agriculture;the imbalance between theoretical research talent and practical technology talent.In addition, this will result in the failure of the talent market of the price mechanism, talent can not enter into the areas of production,so as to result in weak business development.If things continues in this way, it will eventually affect China's economic development and social stability.Therefore, we need to take some appropriate measures to change this situation:guide the college students'employment concept,at the same time,we should create a good,stable,healthy employment market and social environment for college students.First of all, from the personal point of view,groups of university students are the pillars of the country, it is necessary to establish a correct world outlook, outlook on life, values, development concept, to break through the "official standard" traditional feudal ideology, to establish "people-based" thinking, the concept of change in career, establish the correct professional values, to have a correct position.Feet have short, there is the Director-inch, combined with the actual situation, we should think about our own strengths, interests, pursuits, as well as the ideal rationally to determine our suitability to become a civil servant, and not blind to take the civil service.We should make a rational choice for our career, so make the best use of the best only possible use.Secondly, from the State Government's point of view, the Government should make full use of macro-control of the administrative means,make an implementation of structural adjustment and build a multi-interaction human resources mechanisms.In addition, we must establish the social security system and reform the labor wage system,so that they have no worries.Finally, from the schools and families'point of view, schools should make more study and input more on structural adjustment and employment guidance to help graduates to establish a correct concept of the careers,and to guide students make a rational choice;In the family, parents should also be changes in thinking, to break through the "official position" of thought, at the same time,parents should help the children to position themselves correctly and think about the civil service test rationally.In a word,we should take measures actively to better guide students to make their own rational career chioce from the country,the society to the individuals,so as to better promote the country economy development,protect the social stability and building a harmonious socialist society.
