In recent years, civil servant examination has been increasingly populous in Tangshan, especially among university graduates. In2013, over50percent of the city’s university graduates took part in the public servant examinations at all levels, with some of them are even willing to register for the position in a remote province. All these lead to a brain drain in Tangshan City and structural imbalance of talent, posing serious impact to the transitional phase of Tang Shan’s economic development.Given to the situation above, the author explores the topic of "Public Servant Examination Craze of University graduates in Tangshan", using surveys, in-depth interviews, literature research and statistic methods and combined with the author’s working experience in the public servant HR management agency. Through comparative analysis of all factors of existing public exam craze together with research data and theoretical principle of phenomena and nature, the determining factor (root cause) has been located for this phenomenon. Base upon the root cause, the author plans two types of solutions and five corresponding suggestions to mitigate the graduate public servant exam craze in Tangshan. The root-cause-based solution is more feasible for execution and is useful in solving a series of social problems that the examination favor brings to the city.At last a conclusion is drawn:the root cause of the public servant craze of university graduates in Tangshan is the execution defect of Tangshan public servant policy. To solve this problem, we should mainly rely on the government and citizens. The general framework to solve the problem is to strengthen the regulatory measures. Thus five solutions are raised accordingly; as regards to the regulations, establish a random pattern mass supervision and open intern mechanism; as for the management, strengthen the punishment for discipline breaches of civil servants, the introduction of civil servant elimination mechanism so as to further promote the education and training system for civil servants.
