Democracy requires some forms of citizen participations in government, in order to achieve the ideals of the people's sovereignty. Periodic elections as a form of political participation, was considered to be a sufficient condition for democracy. However, many scholars have expressed doubts, and even some scholars pointed out sharply: the citizen's power is dormant actually between the two elections, and they influence the government on a zero. How can be established a more effective link between the Government and the citizens will become the key to effective operation of a democratic system. At the same time, in the context of modern huge state ,individual citizens is no longer possible feel the great political influence as State Era, and replaced by the a sense of decline of individual power. In such conditions, the citizens with the common interests will tend to create or to join certain organizations, in order to influence the government greater by organized forces. These organizations attempt to influence government policies, that is, interests groups.However, interests groups have very different manifestations in different backgrounds. This article attempts to explore the concept, the conditions for their existence, characteristics, roles, and the dilemma and the solution of interests groups during transformation society.The first part of the article is mainly about the core concept of this article. This article has two main core concepts: interests groups and transformation society. In this paper, the interest groups is the formal or informal social organizations which is organized by the citizens who try to influence government with common interests and demands. For transformation society, this paper argues that the transformation society is a different view to social transformation, and the definition of transformation society is the process of social transformation.The second part of the article focuses on the conditions for the existence, characteristics, and role of interest groups. The existence of interest groups often require some minimum conditions, these conditions is always universal for interests groups in any society. However, the interest groups in transformation societies often have some unique characteristics due to special social conditions of the transition era. Characteristics of the contradictory nature of things determine the roles of interest groups are two-sided.The third part of the article focuses on the dilemmas of interests groups during transformation society faced by, and in the fourth part of the paper tends to explore the way to sell off all these difficulties.
