A Study On Further Improvement To The System Of People's Congress In The New Term

The National People's Congress system is our country fundamental political system.The degree of the National People's Congress system's development and improvement is the important criterion for the level of socialism democratic development.Along with contemporary China's political system reform and socialism democratization advancement,the National People's Congress system is also developing and becoming more and more mature day by day.But there is no denying that many problems still exist in the development and perfection of it for historical and realistic reasons.To persist it better,we must improve it further.Based on the importance of further improvement on the National People's Congress system,the paper analyses the problems with it.Some measures and suggestions were put forward to improve the System in the end.This thesis is divided into three parts.Part One focuses on the importance of further improvement in the National People's Congress system.Closely regarding on some new judgments which the 17th National People's Congress loudly proposed,it mainly introduces the importance of further consummating the National People's Congress system under the new historic condition.Part Two discusses the problems existing in the People's Congress System in China, from the following aspects including the problems of the deputies' election and intendance.For example,the narrow cope of direct voting,the absence of competition in the voting;Deputy to the National People's Congress electing and the composition structure;the relation between deputy to the National People's Congress's responsibility and the voter;the organizing system of the National People's Congress;National People's Congress system procedure rule and legislation;the supervisory and regulatory mechanism of People's Congress and its Standing Committee.In the third part,the measures and suggestions aimed at involving these problems and further improving the People's Congress System in China are given.Such as to improve the deputies' voting system;to improve the fulltime deputies system;to optimize Constitutions and proportions of representatives;to implement the system of representative's professionalism gradually;to introduce competitive mechanism;to standard the system of representative's supervision and regalement;to consummate National People's Congress's procedure rule and the duration system;to enhance the transparency of National People's Congress and decision-making procedure;to improve the supervisory system of the people's congresses on the government,the court and the procuratorate.
