The history of mankind has entered into the 21st century, but since the Westphalian System has been formed in 1648, the Hierarchical order in which nation-states is the main issues has not fundamentally changed. We still live in a state of anarchy in which counties are divided into different classes by their power. In such Self-help system which is under anarchy, powerful country can get more benefits in the political game. Pursuit power becomes the best choice for nation-states.Recently, the national strength and international reputation of China grow day by day. So China is playing an increasingly important role in international affair. The development of China has changed the international power system. As a keeper of current order, the United States will definitely take measures to prevent or delay the trend. There are more and more common benefits between China and the United States in economic areas for the process of globalization. But at the point of the country fundamental interests, there are some security dilemmas. The United States, taking the security strategy of containing makes good use of their advantage to deteriorate security environment of China. The security policy toward China of the United States is the result of the political game of international and domestic. Under the condition of complex and increasingly important Sino-U.S. relations and conveying the security policy toward China of the United States, taking two-level games theory to analyze interaction between international politics and domestic politics. This article is to provide some useful suggestions for the security environment of China.This paper is divided into four parts. The first part introduces security policy of Bush administration toward China. In the U.S.-led hegemonic system, the development of China has challenged the supremacy of the United States. With improving national strength and international influence of China, the security policy toward China of Bush administration has also made adjustments, such as the adjustments of the United States military in the Asia Pacific region.The second part is the main theoretical framework, introducing the development of two-level games theory and applications. In order to understand two-level games theory, this part has defined the concept of the relevant variables and analyzed the interaction between variables. The interaction between international politics and domestic politics is the core of two-level games theory.The third part is main body and the key point of this thesis. It uses two-level games paradigm to analyze the security policy toward China of Bush administration. Firstly, this part analyzes international political game theory which is the basic level of two-level games theory. In order to hold the national benefits, international actors adjust their polices according to the change of their power and international political condition; Secondly, from the view of domestic game of two-level games, domestic political groups make pressure to politicians to impact on national policy, which is in order to hold their benefits; Finally, it analyzes security policy toward China of the United States on the basis of discussing within game of various levels and relationship of the two levels.The last part is the countermeasures and proposals to security policy toward China of the United States. The history of the development of China is different from other big countries. The development of China will bring the world a new "Chinese model", China wants to become a responsible stakeholder. Although there is the security dilemma, security cooperation which is good for the peace and development of world between China and the United States is still possible.
