Analyzation Of George W. Bush Administration’s Taiwan Policy And Its Impact On Sino-U.S. Relations

China civil war ended in1949with Nationalist party (KMT) retreated to Taiwan, butfollowing, Taiwan issue came up, but it has lasted over60years. Because the U.S. intendsto use Taiwan to control or counterbalance mainland China, the U.S. has been interveningin Taiwan issue since very beginning, and it results in that China’s reunification has stillnot completed. So Taiwan issue is the main reason that hinders development of Sino-U.S.relation, and also is the core problem in Sino-U.S. relation.From the end of China Civil War to1970s, the U.S. Was real close to Taiwan, keptdiplomatic exchange with Taiwan and deny the existence of People’s Republic of China(PRC). But in1971, PRC took the lawful seat of Republic of China in United Nations (UN)and since then PRC being the sole legitimate government of China has been accepted bythe whole wide world. So because of this kinda pressure and the need to confront SovietUnion, the U.S. Started to contact with China, for example Nixon’s visit to China in1972.Finally PRC and the U.S. officially established diplomatic relation in1972, and inChina-U.S joint communique the U.S states that they are agreed with “OneChina”principle. This this means that the diplomatic relation between Taiwan and the U.Shas ended officially since then. So Taiwan should have been administered by PRC, Chinashould have reunified already, because the U.S has been agreed with One China principleand established diplomatic relation with PRC, that means the U.S agrees that PRC is theone and only legitimate government of China. But right after the U.S establisheddiplomatic relation with China, United States Congress legislated Taiwan Relations Act(TRA), and it have been signed into law by the president of United States on10thApril1979. In fact, this law replaced former Mutual Defense Treaty between the USA and ROC,it gives the U.S reason to defend for Taiwan. If Mainland of China use force to unify, theU.S has obligation to defend for Taiwan, and provide help on military affairs. And this isopen violation to joint communique, and it’s the largest obstacle for resolving TaiwanIssue. Apart from that, basically the U.S’ Taiwan policy was pro-mainland China from theestablishment of Sino-U.S Relation to the end of Cold War. But after Cold War, theU.S’biggest enemy has gone, so to the United States, China’s strategic position wasgreatly reduced. The end of Cold War means the U.S won this hegemony-battle withSoviet Union. And afterwards, the U.S wanted to maintain the status quo at that time, andkept its supremacy. And China had been developing rapidly since the reform and opening-up, and its national power had been growing stronger and stronger, so China wasdeemed to be the most possible element that could break this status quo. So after the ColdWar, the U.S’ Taiwan policy was going pro-Taiwan. George Herbert Walker Bushadministration approved selling more advanced General Dynamics F-16Fighting Falcon;the Clinton Administration promote the level of exchange between United States andTaiwan, they approved that “former leader” of Taiwan Lee Teng-hui visits the United Statesas private citizen, and this led right to Taiwan Strait crisis in1996. And George W. Bushadministration has been the most pro-Taiwan ever. They considered Sino-U.S relation asstrategic competitors relations at the very beginning of George W. Bush. They promotedoverall Taiwan-U.S relations. And on Arm sale, quality and performance both reached thetop comparing with all the other administrations before. So during this period, Taiwan“Independence separatists” were real rampant, they even openly brought up “referendum”.But because of protecting national interest and needing China’s help on internationalcooperation, George W. Bush administration changed its Taiwan Policy and let it get backon right path. I have particularly analyzed above mentioned United States’Taiwan policyand especially all those changes of George W. Bush administration’s Taiwan Policy withhistorical research method. And also I gave some advices to resolve Taiwan Issue withhistorical analysis method and from the angle of national interest. Thereinto, the mostimportant and the urgent is strengthening exchanges on mainland and Taiwan culture, thenit can enhance sense of identity of people from Taiwan, especially younger generation, toChinese culture, and finally sense of culture identity will upgrade to sense of nationalidentity.
